Well, I'm kind of a beginner myself, or at least, still feel like one... but if I had to read this:
There will be a phone call between two people who are romantic (or at least someone has feelings), and it'll be a discussion about something that stresses them both out a bit. Not because of anything bad, but because there's a lot moving parts to the situation. I think A might want to see B more than B wants to see A. I say this, because the Heart comes at the end, and the Birds and Whip indicate stress and frustration, or at least, a stressful conversation. Or maybe B wants to see A more than A wants to see B. Regardless, this is saying it hasn't been decided yet, and won't be, until a discussion happens.
