What does it mean when the green planets on the outside of the chart cross over one another? Is that considered a transit or it only considered a transit when the green outside planets cross over the inside planets?

Well I guess the first is transit planet A conjunct transit planet B. That period is marked by characteristics of that conjunction. Squares of transit planets involve uranus are known for increased # of accidents.

If transit planets cross ur planets, the transit affects you personally
