Did you "plan" to travel 8 months ago? Talk about it, but then it never happened? How many years 7/8? I'm inclined to see this as a no. Ruler of 9th in the 12th - you never want the quesited's ruler in the 12th, because that always means stuff is being hidden from you or simply unknowledged by you. Ruler of 1st is in the 4th, the house of home and parents, which seems to indicate that either you're comfortable where you are or your parents (or extend family) need/want you to be around.On top of the aspect between Moon and Jupiter being a separating one, you're also peregrine, therefore too weak to take action right now. Yea and in 7/8 units something about the government, career, or a parent Moon conjunct Mars rx in Libra 4th house will influence this matter. 10th house related..------------------

Actually I wanted to go study abroad last summer, but it was too unrealistic goal.
Last time I went abroad five years ago.
To be honest, currently I want to move away from my family.
But this NN in 4th confuses me.
Isn't my 9th house ruler Neptune?
It starts in Pisces. Except if you are for traditional astrology.

Oh, the chart expired or got removed. No, in horary we don't use outer planets (Pluto, Neptune, etc) so it's Jupiter the ruler of the 9th and it's in the 12th with your significator Moon squaring it - and it's separating by 8 (months?). So it seems to fit with your past Summer travel plans . Not sure what Mars may bring to you, but it has something to do with 10 house matters (career, etc) that may keep you from traveling. Maybe your studies/or something with a parent won't allow you to go (I'm not sure what it is, sorry, the chart expired or got removed). YW ------------------

Yes it seems Mars rules your 4th?/10th house so it may be something to do with a parent and/or career. It should happen in 8 units from the time you asked the question. That's all I am getting though when looking at the chart.Good luck! ------------------
