Ruler of the 4th in the 10th, and that being Moon is a strong fame indicator. Moon in 10th can indicate working with the public, but that being your 4th ruler strengthens the likelihood of fame or public notice.

I've seen ruler of the 4th in the 10th in the charts of many celebrities who's daily home life becomes very public.
