For them I am getting that there is an occasional hook up which means more to her than him.
I feel the girl likes him but he is using her willingness to his physical benefit. In other words its only physical to him.

Four of wands- ok so did he move recently? I think he is settling down in a new home maybe even new city?

Three of cups- pretty fun I think he's really out about enjoying life and his summer with different social events parties and such

Honestly I dont know, he lives in his family home ( but alone) and said he would never sell it cos of sentimental reasons. So I am not sure on this, could this mean something else maybe?
maybe he got a new job?

Well he is my ex and he is seeing someone now, maybe also possible why you got 3 of cups?

I really dont know if they are breaking up or not.

Yes actually I do think he knows his brother texts.

For some time now I am getting more of similar, some texts, some flirting, push and pull.
But I also feel you backing off a little which will get him to move forwards towards you.
But I feel more a change around August time

I do see him jealous but I also see him not showing it on the outside. So I feel he is a bit "eh" like oh well cant do much here. He is trying not to show it or so it gets to him.
