2 of Wands1. It's Pont de l'Alma; as you can see, the major figure seems to be looking down from a higher structure (which can be extrapolated to a bridge); 2 of Wands is also symbolic for "bridge, gate, tunnel" because of the two pillars; although technically I think 5 of pentacles symbolizes the entrance in the tunnel here ( a darker card).
It is also very impressive to consider the next stop on Seine after Pont de l'Alma is Pont des Invalides (think of the invalid in the 5 of pents)
2. 2 of Wands is a card of accidents and sudden change of temper, as health card. Waite wrote about one of its possible meanings (if I remember correctly, rev): “Between the alternative readings there is no marriage possible; on the one hand, riches, fortune, magnificence; on the other, physical suffering, disease, chagrin, sadness, mortification.”

3. 2 of wands is a place of meeting, it symbolizes a couple and a love meeting, a date
4. You can see the Rosicrucian symbol there, Rose Cross Lily, with Lily being the emblem of France, la fleur-de-lys. As a Golden Dawn, Waite was quite immersed in Rosicrucian symbols.
Lily with Cross is also a symbol of mourning and:

The Latin words are from the Vulgate (Latin) Bible, the Song of Songs, Chap 2, Verse 1, “I am the Rose of Sharon, the lily of the valleys. another interesting observation: the similarity between the Flame of Liberty and the emblem on this card (also a cross based symbol) and the connotation with the globe: international, franco-american "bridge".
