I don't think so. This person is just fighting to keep their position in line. There is no feeling of friendship but instead competition in this person.

Is there something I should know about my new job? Like my old job got ****** at me for quitting and even banned me from going in because their so short staffed.
My old boss I guess knows my new boss, does he have something to do with the fact that I'm getting the short end of the stick here?

No the bosses dont know each other. Probably there is someone at your new job that is slipping up all the information at your old job. Definitely their is someone who is slipping the information. You need to protect yourself from this person. This is someone quite close to you, as in you trust this person but this person is just a trickster playing both ends of the rod.
