He did notice but was pretending not to see you. He gets sorta nervous around you and is going to be slow at making a move because of this. Be friendly towards him and direct calming energy at him and he will make a move sooner

What did that guy think today when he saw me? Was it mutual?

Ok so yes it was definitely mutual. He was trying really hard to appear unaffected though. Which I also see is his personality lol. But yes, definitely mutual and he tanks you are a "10". His ideal.
