I'm getting that his feelings for C are really on and off, they aren't stable at all. They're ever-changing. His work is kind of getting in the way for his feelings for her, since it's more on his mind than she is. This is also causing him to hold back from her a lot.

I would say that his feelings for her are stronger. Intuitively I would guess her to be you, as maybe he began to see you as frigid? But I could easy seeing It be the other woman too.
