So in this chart the first house is occupied by Capricorn, Aquarius and a small bit of pisces while the seventh house is occupied by cancer, leo and a small part of virgo.
what does this mean exactly?
does it mean that this person can identify as an aquarius rising also even though Capricorn comes first? Just wondering how the energy is spread out.

this means that the Leo/Aquarius axis is intercepted in the 1st/7th houses. So, what this means is not that the person identifies with all the signs, but that the person doesn't identify with the Leo Aquarius energies. The person doesn't find the Aquarius energy in themselves, and doesn't find the Leo energy in others. This person has to teach themselves about these energies, cause throughout their childhood nobody taught it to them.

plus, with Mars intercepted in this axis, this person also finds it kinda hard to use their energy, etc, everything Mars related.
