The chariot is more of the person that is in charge of taking action. For him to do that, he's gonna have to stay confident and make the first move. Or at least one of you has to make the contact, but I think this points to him, he is the one that is able to make progress in you two connection so things can move forward. The 10 of swords is sorta like a step back, it made me a little confused, but may be he is not a good place right now to contact you? But another way to look at the 10 of swords is that the worst is/will be over and there will be a new beginning. I see that he has options to choose from.. to see if he should contact you this month or something else he may do.. maybe to even imagine of what he's going to say to you. But I still see that it's his choice on what he's going to do.. if he wants to make the first move and to know what he is going to say to you.

so if I guess.. the cards just say a "maybe" if he makes that decision.. it just doesn't seem to show he made that choice yet on if he will or not. I hate to be wrong about this, but I do get that he will contact you next month.. but my pendulum gave me that answer since it wouldn't answer me for this month either.
