There is a strong evidence that it depends more on him than you. I mean, to be friends again must start from his side, his own effort to make peace and perhaps bring clarity to past issues which have torn your ways apart. In the past when there was still contact and a warm connection between you two it seems like one of you has always been more in control of their emotions and more distanced, I feel this was him. I get him being complacent over you and his interest no longer being there, not seeing there to be something positive developing if he did reach out to you. From the cards I don't get him being the best guy out there for you, it's like he knows there could have been something more but doesn't reach out to create it.
