Are they related somehow? If not, still Bill felt there was something he didnt know about or was behind the scenes. Also as 7 of swords is the central card there os some backstage actvity by Bill that Ivan doesnt know of. But they had a good conversation and 10 of cups shows that it made him feel like family or a good friend.

Are there maybe two males in an authoritative position who will be deciding your raise? Are you a new employee there? So it seems that yes you will get a raise but it wont be as much as you expect.

ive gotten some really mixed feedback myself from everything and it's either really negative or positive and i cant tell

Is this friend of yours an earth sign? He seems like a stable and mature man but for some reason right now he is trying to hold his ground because of a female.
