I was hoping to get married by the end of September (23rd) but I don't mind if it's a few weeks before or after. On our application documents, that's the date we landed on.

When would the transit be easier on the Taurus and Gem? It depends on how long it would take but most importantly if that would even have a positive outcome. We are currently processing our documents, he wanted to cancel and we agreed not to for now but they are only valid for 3 months or else I'd have to start the process all over again...Even though we haven't cancelled fully, it is not certain that tomorrow he won't say that he doesn't want and that's that.

His prog chart: I feel his NN/Uranus in Capricorn is slow, methodical.. his
BML "rebellion" is in 7th, cancer. Like resisting the "home, other" or feeling he is wanting to go into this in a less traditional manner.

Tr Pluto to his or moon:
Potentially "power struggles" could he have mother or home issues? Could his upbringing be bringing fears, doubts or a way he may see himself needing a lot of change?

Well his mum died of cancer when he was 18, so 12 years ago and that hit him rather badly the some time after as he started to suffer from anxiety. Now he is fine. His dad is someone who keeps getting in the way and is kinda against marriage.
As for Power Struggles, I am a strong character and sometimes I can be very domineering but despite that he tells me he will do something I want and then doesn't do it so he gets his way either way. If we do have a fight, usually I first get emotional (Pisces moon sucks) and then when left alone I think it over and I come back and have a normal chat and explain myself and things clear up that way so it's not that I am domineering to the point that I don't see my mistakes, apologize and make things better.

Is this a long term kinda thing or is it for a while? If it is a short term thing, how short are we talking here? Is there a way to make him realize that family and tradition is good and doesn't change the way we live or are with one another?

I am very set on family and marriage, I am 30 and don't have forever. I am trying to weigh my options and save my relationship but at the same time get married and have my dreams of family. It is bewildering that all of a sudden after many years being on the same page, suddenly we are not and about massive things that can break a relationship...

The Saturn return for you each could as well be different. If you've been through yours, it might be a more grown energy.

I feel the Moon, Cancer aspects and 4th house might say a lot in regards to his feelings, or changes in this way. Pluto of course as well..

You could look at Luna return charts too.
If his 4th house is highlighted or Cancer, that moon energy too - it may as well be all aspecting in more defining ways. No problem, I am just happy to get some insight! I want to get down to the problem of this situation and fix it if it can be fixed.

As regards to Saturn Return, we both have it in Aqua so yes, we both went through it more or less the same time. It is still in his 3rd house and in y 10th house though far away from a conjunction.

I am not sure as for the aspect, I am a beginner in astrology but I am trying to learn.

I did a Lunar Return and you are right, he has cancer in the 3rd and Lilith in there.

This might help you with what's been occurring in the subconscious undertones of his approach in relationships/friendships, associations. From what I read {Robert Pelletier} at his core he may prefer the sense of feeling unincumbered by 'legalities' (making it real).

Wants absolute safety and security regarding what he owns (material possessions) -- his financial material assets {Uranus H2}.

In a way, if he were to marry, perhaps he has a traditional male view of BEING the supporter, the breadwinner. If you become pregnant and produce his child, I wonder if he has the State of the World with all the instabilities (food shortages, instability geographically politically, money) stirring up in his deep self. I know that the issue isn't with him hiding finances and I know he hasn't got a criminal record, we've been together for 9 years, we started dating when he was 21.
As for the aspect, it does shed some light as being rebellious and against the system but funnily he's a really chilled, easy going person and never have I experienced any sudden aggression or anything alarming.
The Uranus on his Descended is also a Uranus on my Ascendant, sounds like a double whammy for trouble, unexpected change and I'm not sure if the outcome would be positive or negative.
