An "emergency czar" was appointed. FEMA has only spent about 6 percent of its budget on national emergencies, the bulk of their funding has been used for the construction of secret underground facilities to assure continuity of government in case of a major emergency, foreign or domestic.

EXECUTIVE ORDER 12656 appointed the National Security Council as the principal body that should consider emergency powers. This allows the government to increase domestic intelligence and surveillance of U.S. citizens and would restrict the freedom of movement within the United States and granted the government the right to isolate large groups of civilians. The National Guard could be federalized to seal all borders and take control of U.S. air space and all ports of entry. Many of the figures in the Iran-Contra scandal were part of this emergency contingent, including Marine Colonel Oliver North. [2]

If I were sitting in the White House right now, how very tempting all that power would be. So close...so very,very close. And all I need to say are the magic words. Human nature being what it is, I suppose it's just a matter of time before someone succumbs to that temptation.

Was this included in any particular bill?

As for the idea that we would be "damn glad" our Big Daddy Govt will come in and "save" us, I am more worried about a possible fabrication in order to justify enforcing these mandates.

I had a really good post almost finished.
A really, really good post.
Then a pop-up ad came-up and my computer completely froze. I had to restart.

A summary (god, it was so much better...poetic even):

* I echoed Harpyr - it doesn't have to be about politics, just about power in gen.
* Annie K's facts were unfairly presented, seemingly set-up in order to imply recent implementation of the EOs (I'm sure not by her fault, but by that of her source).
* I quoted Ben Franklin ("Those who would give up freedom for a little security deserve neither,"), Lincoln ("Those who would give up freedom for security shall surely find that they will have neither," or something like that), and then Bush (something like "There's such a thing as too much freedom," and "Our first priority is America's security,"; I then added - to be fair - Lincoln then did declare marshall law so that Maryland didn't separate from the Union & that Bush is in large part playing to the tenor of the American public (as he's a politician, that's what he does).
* Less than 1/2 of the public voted in the last presidential election - shifting the demographic of the "real" voting public older and more wealthy.
* 97% of the US population contributes no money to political campaigns; like it or not, politicians need money in order to win, and the aforementioned puts even greater power in the hands of the "special interests" and corporations so often decried.
* I then said, "It's your country, do something, don't lament about it - this is a republic, the impetus lies with you."
