THE NEW WORLD ORDER'S LETTER TO Every Citizen Of The World - Warning Resistance Is Futile

The New World Order agenda is well-known among alternative news junkies.

But to most Americans the name tag put on the sinister and diabolical group of thugs trying to take over the world means nothing.

It means absolutely nothing because most people remain in the dark, having fallen victim to the powerful propaganda machine sweeping through the world like an out of control freight train.

For those who remain uninformed, the following is a letter to get you up to speed from an Illuminati propagandist about the coming One World Order:

DEAREST CITIZEN OF THE WORLD

I believe the time has come to reveal to you some of the perplexities you have faced in recent decades.

It is well for you to understand some of these things so that you might know how to behave in the New Order now taking shape on the earth.

We want you to be able to become fully involved and integrated into our new society. After all, this is for your best interest if you will do.

First of all, it is well that you understand some of our purposes so that you may more fully cooperate.

I cannot tell you the hard times you will face if you resist us.

We have ways of dealing with resisters. I am only telling you this now, since it is much too late to turn things around.

The days of putting a stop to us have long since past. We have full control of the earth and its finance, along with the major media propaganda, and there is simply no way any nation or power can defeat us.


We have eyes in every level of government in every nation of the world. We know what is being planned, for our ears and eyes are ever present.

State secrets are fully known to us.

China recently accused the media in the U.S. of lying about Kosovo.

Oh, you silly people, of course we lie.

In this way we can keep the people unbalanced and always facing controversy which is very helpful to us. Have you not seen the talk show spectacle? Some of you believe we are the liberals and the good people are the conservatives.

In reality, both serve our purposes. Each camp merely serves with the stamp of our approval but they are not allowed to present the real issues.

By creating controversy on all levels, no one knows what to do. So, in all of this confusion, we go ahead and accomplish what we want with no hindrance.

Consider the President of the United States. Even though he regularly breaks every known check on his power, no one can stop him.

He goes ahead and does whatever we want him to do anyway.

The Congress has no power to stop him.

He does what we want since he knows if he does not, because of his rather dark character, we can have him removed in a moment's time. Is not that a rather brilliant strategy on our part?

You cannot take us to court because you can't see us and the courts are our servants as well.

We run everything, yet, you do not know who to attack. I must say this hidden hand is wonderfully devised and without any known historical precedent on this scale.

We rule the world and the world cannot even find out who is ruling them. This is truly a wonderful thing. In our media we present before you exactly what it is we want you to do. Then, as if in a flash, our little servants obey.

We can send American or European troops to wherever we like, whenever we like, and for whatever purpose we like, and you dutifully go about our business.

How much more evidence do you need?

We can make you desire to leave your homes and family and go to war merely at our command.

We only need to present some nonsense to you from the president's desk or on the evening news and we can get you all fired up to do whatever we like. You can do nothing but what we put before you.

YOUR VAIN RESISTANCE

When any of you seek to resist us, we have ways of making you look ridiculous as we have done with your militia movement.

We have delighted to use this movement to show the world how impotent any resistance is.

They look so silly marching around with their guns as if they were some match for our military. Look at what we did near Waco. Did the Davidian's little store of weapons help them?

We have generously taxed you and used that money to make such sophisticated weapons you can in no way compete. Your own money has served to forge the chains we bind you with, since we are in control of all money. Some of you think you may escape by buying some land in the country and growing a garden. Let me remind you that you still pay us ground rent. Oh, you may call it property taxes, but it still goes to us.

You see, you need money no matter what you do. If you fail to pay your ground rent to us, we will take your land and sell it to someone who will pay us. Do you think we cannot do this? And with your ground rent we pay for the indoctrination of your children in the public schools we have set up. We want them to grow up well trained into the system of our thinking. Your children will learn what we want them to learn, when we want them to learn it, and you pay for it through your ground rent.

Those funds are also used for other projects we have in mind and our contractors are paid handsomely for their work.

You may doubt that we own your children, or have such control, but you will find that we do. We can declare that you abuse your children when you spank them and have them confiscated. If they do not show up for school indoctrination, we can accuse you of neglect, thereby, giving them to us. Your children are not yours.

They are ours.

You must inoculate them, you must bring them to our hospitals if we decree or we will take them from you. You know this and we know this. Through our electronic commerce we are able to see where you are, what you are buying, and how much you have to buy things with. Where do you suppose we come up with our monthly financial statistics?

Through the Internet and other sources we can even know how you think and what you say.

It is not especially important to us what you believe as long as you do what we say.

Your beliefs are nonsense anyway.

But if you think you have a following, and we perceive that you might be somewhat dangerous to our agenda, we have ways to deal with you.

We have a Pandora's box of mischief with which to snare you. We can have you in court so long you will never get out. We can easily drain away all your assets over one pretext or another. We have an inexhaustible fund with which to draw from to pay our lawyers. These lawyers are paid by you in the form of taxes.

You do not have this vast supply of wealth.

We know how to divide and conquer.

Have we not brought down rulers of countries through our devices? Do you think your tiny self will be any match for us?

YOUR VAIN ORGANIZATIONS

And, let us consider your religions and the "moral majority." The "moral majority" is neither moral nor is it in the majority. We have delighted to use this wet noodle of a movement to make ridiculous the Christian faith. The silly men who run that organization always end up with egg on their faces.

We have always put them in defense of themselves as we have so successfully done with the NRA. We can make it seem by our media propaganda that the National Rifle Association is actually the New Radical Attackers. Have we not turned the American conservative movement on its ear? If it serves our purposes we can use the conservatives to turn the liberals on their ear.

It makes no difference to us but it serves to make you believe there are two sides struggling for their particular position. This helps to make things seem fair and free since everyone has a voice.

Actually, there is only one side now with all kinds of masks on, but you are unable to penetrate our purposes. You see, we can do whatever we like and you can do nothing about it.

Does it not seem reasonable that you simply obey and serve us? Otherwise, you get eaten up in the resistance you suppose will liberate you. You cannot be liberated. Imagine how you can. We supply your fuel for your cars. We can turn it off whenever we like claiming that there is some sort of fuel shortage. What if your car breaks down? You cannot get parts for it without us. We supply all the money you use. At any whim of our desire we can stop the money supply or cause a complete crash all together. We can then order the president to declare all money worthless and that we will have to have new money. All of your stashes of cash will go up in smoke in a moment's time.

Don't you need food? If necessary, we can cause a trucker's strike which would stop deliveries of food to your local store. We can starve you whenever we like. You only have food because we have provided it to you from our table.

During the great depression we controlled the food. We heaped mountains of food behind fences and let it rot.

The hungry were then made to work in our labour camps even though there was enough and more to feed them.

Do you really think you can beat us?

You say you will hoard gold coins so you will still have money in the time of the crash. We can simply pass a law which outlaws the possession of gold as we have done in the past. If we find gold in your possession, we would simply confiscate it and put you in prison for breaking the law. While in prison you would be required to work in one of our prison industries.

We have so formed a picture of the labour camps in our prisons these days that no one seems to object to them.

We tell people that murderers should pay for their own keep.

No one seems to consider that we have the power to put tomato growers there also.

We can pass laws that prohibit gardens and then make up some scientific reason why you may only buy food from our sources. If someone sees you growing tomatoes, they will report you to us and then we will have you in our fields working for us.

Oh, silly nationalists, there is no escape for you, for since long before you were born, we were planning your capture.

Your teachers and ministers have been forming your thoughts for us for generations now.

You have no idea how to pull out of our influence short of suicide. Go ahead and commit suicide, it will only help us to deal with the excessive population. You cannot hurt us, find us, or even imagine what we are up to. I am throwing you these few crumbs only so that you may, if you have a little good sense, obey and follow our orders.

YOUR CONTROLLED MIND

We run Hollywood. The movies such as Terminator and Armageddon, along with a great host of others, were simply created to get you thinking according to our directions.

You have been made to delight in violence so that when we send you off to kill some bad man we have put before you, you move without a whimper.

We have placed violent arcade games in your malls to prepare your young minds in the art of battle. We have made you to view our armies and police as the good forces and you submit to things that were unthinkable just a few decades ago.

Our artful programs, are all designed to help you submit and even help the New World Order. Star Trek, and other such creations, have taught you to simply obey orders from the new international rulers. Oh, silly people, you thought you were being entertained, while you were actually being educated. Dare I use the words, "brainwashed" or "mind control?"

By the way, have you seen the new Star Wars? What a masterpiece of mental manipulation. Humans confer with nondescript beasts of all shapes and sizes and they confer in English. I wonder where those space beasts learned English. Oh, the simpleness of the mind of the citizen. He never considers he is being taken into fairyland. We have placed advertisements for Star Wars almost everywhere you go. You will find them in Wal-Mart, K-Mart, Taco Bell and a host of our institutions of commerce. There is something we want you to learn from this movie. Or, perhaps it could be said, there is something we do not want you to learn, from Episodes 4-6. Either way, we will have what we want in the whole affair.

Of course, to keep you off guard we have instructed our elected officials to appear to be correcting the evil of our violence.

President Clinton is now speaking against violence in Hollywood movies. This will not solve the problem, but will only make the people believe the problem is being worked on.

Sex and violence are the very best powers to use to help us gain our advantage.

How the people loathe to give up their sex and violence, so we place all they want before them.

In this way, we keep them so occupied they do not have the integrity or brain power to deal with the really important matters which are left entirely in our hands.

President Clinton has been very helpful to us.

We knew of what character he was before we placed him as president. Exposing him was very helpful in adjusting the moral habits of the youth downward. This is to our advantage.

Even more agreeable to us were the vain efforts of those who thought they could remove him against our will.

He is useful to us and he will not be removed by anyone until we are ready to have him removed. Excuse me if I seem to be mocking your system of beliefs, but they are rather outdated. Have you no eyes to see your vain liberties and your righteous pontifications are nothing before us? You can only do what we say you can do.

We remove presidents when we are ready and the leader we set up will be there until it serves us to have another. At that time we place our proposed leader before you and you vote for what we want. In that way we give you the vain voting exercise in the belief you had something to do with placing your president in office.

We use the nations for what we want to use them for. Everyone knows that they must yield to us or die. Fortunately, we have had a few resisters such as Saddam Hussein and Slobodan Milosevic that have been helpful in showing the world leaders what we will do to them if they do not submit. There is only glory in following our purposes and doing what we say. If one does not, there will be such a sad and tragic result. I would really have you spared of such an end. But, then, again, if you are not spared, it is of no consequence to us. We will use you to alleviate some of the overpopulation problem.

YOUR SILLY REBELLION AGAINST OUR DOMINION

Some of you have thought you could stop us by placing a bomb in one of our abortion clinics or in a overnment building. Silly souls! How can that hurt us? All that does is give us an example to use so that we might place more controls and heavy burdens on the population. We love it when you rebel and blow something up. You are our reason for making more laws against all those things which might contribute to your freedom from us. If someone did not blow something up on occasion, we would have no justification in placing more hedges about you. Can't you see how impossible it is for you to resist us? The more you wriggle, the more we squeeze.

Our kingdom is the kingdom of money.

Excuse me, but I must confess that we are the rulers of the kingdom of non-money.

You must see the humour in that statement. We have given you a piece of paper or some numbers on a computer screen that we have termed money. It is backed up by nothing and proven by nothing but what we say it is. We create it from nothing, we print it, we loan it, we give it its value, we take its value away. All things that have to do with money are in our hands.

Think of it, what is it that you can do against us without money? If you try to resist, we can cancel your credit or freeze your accounts. Your cash is easily confiscated. We have made so many rules in the realm of living that you cannot live without money. Camp on government land and you must move in two weeks. You cannot grow much of a garden in two weeks. Many of our wilderness trails are entered by permit only. We have passed laws that do not allow you to live in trailers over a certain period without moving to another location. Have you not thought it ridiculous that we will allow a man to live in a box full time but we will not allow a man to live in an RV full time unless he is in a taxpaying campground?

OUR UNFATHOMABLE MYSTERIES

Our recent war in Serbia has many purposes to it but we do not speak of these things openly.

We let the talk show hosts blather all sorts of nonsense but none of it touches the core.

First of all, there is a wealth of natural resources in Kosovo that we must have complete control of. Kosovo has large supplies of uranium in its soil and uranium is very helpful to our regime. Also, it suits us to keep all such minerals out of the hands of potential enemies. Milosevic has not been helpful in giving those resources into our hands so we simply make things difficult for him until he does. Even now victory over Yugoslavia is imminent. We are reducing that proud nation to the level of humility we require from all people. After the war, if Mr. Milosevic does not sufficiently humble himself, we will take him to the world court charged with war crimes.

We made up that term; rather ingenious, don't you think?

How could there be such a thing as a war crime?

The very nature of war is that the rules are off.

It is so entertaining to watch the nations try to fight war according to the laws we have placed before them. The only war crime there really is only involves the crime of being against us

Anyone against us is violating our law. As you have seen when someone is for us we do not care what they do. Was not Nelson Mandela a bomb-toting terrorist who killed many of his enemies? We made a hero of him. We observe no laws when it comes to war.

We do what we want, when we want, and where we want.

We can starve nations to death, we can ruin civilians and any other horror for which we would take our enemies to court. Look at our example. We bomb Serbia out of its wits, bomb Kosovans out of their homes, poison their rivers and streams, turn off their electricity making a grand crisis in that country, and then we masterfully make it appear it is all Mr. Milosevic's fault and he needs to go to court for it.

It is the same way we made our inferno at Waco look like Mr. Koresh's fault.

Then there was our chief villain, Saddam with all of his weapons of mass destruction.

Bad men are a dime a dozen and we can conjure one up whenever it suits us. This is really quite funny when you think of it. I am not one who is usually given to humour, but I do catch myself laughing sometimes at the absolute absurdity of the notions we place before you and you readily accept.

Do you wonder that the leaders of the world tremble at our presence? They know they have no power except the power we give them.

We have no fear of Russia or China for we are already in full control of their system of things.

China knows that we can freeze any number of its corporations in America and all of its capital at the stroke of a pen. We want you to be in the system. When you are buying a house, we not only receive the tax revenue to use for our purposes, but we gain large increases from the interest on the loan. You may pay for your house two or three times over from the interest alone. The interest is also taxed which is again placed for use in those sectors of influence we choose. We do not want you to escape free and that is why we have made it as we have.

You are our property.

We will not permit you to buy or sell unless you submit to our mark of authority.

If you go to court against us, we will wear you out there and in the end you will lose.

If you use violence, we will end up having you in one of our labor camps, more specifically called prison industries.

You need our money, our entertainments, our fuel, and our utilities to function and if you don't have them, you feel deprived.

By this, you are made to yield to our will.

It is my opinion that the real war being waged against the world is a class war. The aristocracy rules the world.

The real enemies are the corporations and the banks who own the politicians, the media and everything else.

This is true all over the world.

We are losing America and our democracy due to the current electorial system and the lobbying in Wash. D.C. We need to abolish lobbying and kick the corporations out of Wash. D.C. and stop their interference in government policy.

We need to change our electorial system and open it up to more than just two parties so that candidates are not owned by corporate donations which they have to pay back in favors by voting for what the corporations want passed into legislation. The only way to do that is by putting a limit on campaign expenditures so that it is equal. We have independents who are on the ballot but due to lack of campaign funding they do not have the means to campaign as vigorously as the Democrats and Republicans. Americans deserve to have more choices in an election instead of having two parties get together at conventions to select for us the people they want to run for President and Vice President. We always end up with the choice of the best of two evils that way. We always end up with two men who are bought and paid for by corporate donations. We need a national primary election where the voters select the candidates.

We need a total election reform to insure that no fraud takes place. We need a paper trail. It is the corporations who supply the voting machines that do not have paper trails and which can easily be tampered with. That way the man they want in office always gets elected. Our votes no longer count when they can be so easily changed. We need to stop the interference at the polls by the two parties by making it illegal. Any time there is doubt as in the past two elections instead of the Supreme Court selecting the winner for us a new election should be called and also an investigation into fraud by an independent committee.

The whole system has become totally corrupt.

None of this could have happened were it not for the complacency of the vast majority of the American people. It's our fault because we weren't doing our job of keeping our eyes on what the government was doing and speaking out.

Here's a thought. The only people that are under any type of NWO influence and are under some kind of Mind Control...are those that think there is some kind of Mind Control force out there controlling the release of food, supplies etc...

In essence, people like me, that know that a total NWO is never going to happen are really the ones that are "free thinkers" and we're just waiting for the other to get out the mind control conspiracy pods and join the rest of the human race

Duh!

jwhop...do you think the NWO would be crazy enough to send out a letter like that to the people????? Yiikes that would be admitting that they exist....

Of course it came from Greg Szymanski...he's brilliant, and put forth a letter that someone from the NWO could very well have written (to maybe catch the attention of some of those, "not in the know")...I think it's called satire...

I don't know what to think... my mind is under control, my wrist is numb as is my buttocks LOL...


Actually, I am working from home on a Sunday (boo hoo) finishing a 15 page grant... could it please end soon? The trouble is as much as I love educational grants... I am more excited about the Emergency preparedness grant for school districts and writing the grant for safe and drug free schools (concentrating on Methamphetamine in rural school districts).

I am not sure why I am talking about this on here... damn mind control reptilian alien illumanti.... Let me be freeeeeeee

I see that our Republican Conservative friends are still busy at maintaining the status quo.

The trouble with maintaining the status quo is that it halts progress, prevents any changes or improvements that might be for the better and eventually leads to the demise of companies, societies and governments.

African Americans were not made citizens until the Fourteenth Amendment was ratified in 1868, while most American Indians only became U.S. citizens in 1924 when Congress, in an attempt to undermine native sovereignty, unilaterally imposed citizenship on them. Further, even though the U.S. Constitution's original draft did not identify who was considered a citizen, the first U.S. Congress passed an act in 1790 restricting naturalized citizenship to free Whites.

As a result of this initial construction of who was legally an 'American' and the related racially restrictive immigration and naturalization policies, 'foreignness' has become part of the racialized identity of Asian Americans, Latino/as, and those of Middle Eastern descent.. The perception that only settlers [of European descent] are 'real' Americans persists in many ways despite the elimination of racial restrictions on the acquisition of citizenship by birth or naturalization. Asian Americans and Latino/as are still commonly treated as 'foreigners,' regardless of how long their families have lived in the United States. Arab Americans and South Asians have been subjected to a dramatic increase in hate crimes since September 11 as they have been 'raced' in popular consciousness as not only foreign but as having terrorist sympathies as well. Ironically, even those truly native to this land are perceived as foreign, as attested to by the tragic death of Kimberly Lowe, a twenty-one-year-old Creek woman killed in Oklahoma on September 18, 2001, by young white men in a pickup truck who yelled, 'Go back to your own country!'

The laws that have resulted in the increasing criminalization of immigrants and other marginalized sections of the U.S. population did not begin with the PATRIOT Act or with the George W. Bush Administration. The long history of criminalization of dissent and foreignness within the United States is also reflected in various laws passed during earlier administrations.

How Did We Get here?
War on Crime -> War on Drugs -> War on Terrorism

To understand the weapons that are available to, or being sought by, the government in its current 'war,' however, we need to consider not only the United States' history of racial subordination and ideological repression, but also the powers that have been given to law enforcement and intelligence agencies in their sweeping 'war on crime' and in particular, the 'war on drugs.' The use of the criminal justice system to control the poor and people of color is not new, but it appears to be intensifying. While many factors contribute to the spiraling incarceration rate, such as the soaring profitability of the prison-industrial complex and the political capital gained by appearing 'tough on crime,' it is also a very effective mechanism for maintaining the economic and racial status quo. This strategy is made more socially palatable by the portrayal of its primary targets as Other by virtue of race, and as the 'enemy' by the declaration of war on crime and drugs. All of these deeply rooted trends-the portrayal of persons of color as not fully 'American,' the labeling of social protest as seditious, and the dramatic expansion of the criminal justice system-have set the stage for the measures currently being taken in the 'war on terror.'

Crime

During the 1960s, the United States faced massive challenges to the status quo, not only from organized social and political forces-such as the civil rights movement, the women's movement, massive anti-war mobilizations, and the resurgence of organized labor-but also from the hundreds of urban rebellions that rocked every major U.S. city. These rebellions were particularly frightening to those in power because they were spontaneous and widespread and, as a result, were not susceptible to the 'neutralization' tactics of COINTELPRO-type operations [Counter-Intelligence Programs by the FBI designed and implemented against leftist/progressive/liberal movements, groups, and individuals in the United States beginning in the 1950s]. In 1967, following 'riots' in Newark, Detroit, Cleveland, and nearly 150 other cities, President Lyndon Johnson convened a National Advisory Commission on Civil Disorders, commonly referred to as the Kerner Commission. The Commission concluded that the primary cause of the rebellions was 'pervasive discrimination and segregation in employment, education and housing' and the resulting 'frustrations of powerlessness' which permeated the 'ghettos.'

Nonetheless, despite its stated awareness of the underlying causes of and solutions for 'social disorder,' the government's primary response since the late 1960s has been to wage an ever intensifying 'war on crime.' As Richard Nixon said in campaigning for president, 'doubling the conviction rate in this country would do more to cure crime in America than quadrupling the funds for [Hubert] Humphrey's war on poverty.' In the war on crime, the people-at least those residing in poor communities of color-quickly became the enemy, as illustrated by some San Francisco police officers' reference to their community relations work in black neighborhoods as 'Commie relations. In Christian Parenti's words, 'Crime meant urban, urban meant Black, and the war on crime meant a bulwark built against the increasingly political and vocal racial 'other' by the predominantly white state.' Or, as H.R. Haldeman [Nixon's chief of staff] bluntly reported, '[President Nixon] emphasized that you have to face the fact that the whole problem is really the blacks. The key is to devise a system that recognizes this while not appearing to.'

Drugs

Nixon had assumed office on a 'law and order' platform and, perhaps because he soon discovered that there was little federal jurisdiction over most criminal activity, rapidly declared war on drugs]. Besides having Congress pass a number of Acts related to drugs, Nixon also created the Office of Drug Abuse Law Enforcement (ODALE), which reported directly to the White House. As ODALE engaged in a series of dramatic no-knock entrances in the houses of what turned out to be entirely innocent citizens, its director 'explained that extraordinary procedures, to the limit of the law, were necessary because the nation was engaged in an all-out war against drugs and the very survival of the American people was at stake.' With massive federal subsidies available for weapons, training, prison construction, and automated information systems, many states followed the federal lead.

Under the Reagan administration, the drug war's focus on 'foreign' enemies was intensified, with large-scale operations targeting Mexico and Colombia and an increased focus on immigrants as drug traffickers. These operations set the stage for heightened military involvement, facilitated by amending the Posse Comitatus Act and welcomed as a way of maintaining military budgets in a time of apparent peace. Federal police powers continued to be strengthened, as the 1984 Comprehensive Crime Control Act allowed federal preventive detention, established mandatory minimum sentences, eliminated federal parole, scaled back the insanity defense, increased penalties for acts of terrorism, and greatly expanded asset forfeiture provisions. Other laws passed during Reagan's two terms included the 1986 and 1988 Anti-Drug Abuse Acts. As these laws were being passed, huge sums of money allocated for police and prisons, and an increasing proportion of the population incarcerated, President Reagan was also dismantling the social programs which the Kerner Commission had identified as the only feasible alternative to urban rebellions.

Terrorism

With all of the powers obtained in the war on drugs [and the earlier war on crime] firmly entrenched, the 1990s saw a gradual shift in emphasis from combating drugs to the 'war on terrorism.' In the process, Congress has consistently expanded the power of law enforcement and intelligence agencies to control the lives of those who are perceived as potential threats to the racial, economic, or political status quo. While the PATRIOT Act and the proposed Patriot II have generated the most public scrutiny, these laws are simply the latest developments in 'anti-terrorism' legislation which has been enacted over the past decade.

Even though the FBI [Federal Bureau of Investigation] had reported only two incidents of international terrorism in the United States between 1985 and 1996, Congress passed the Antiterrorism and Effective Death Penalty Act of 1996 (AEDPA) whose 'sweeping provisions served to license almost the full range of repressive techniques which had been quietly continued after COINTELPRO was supposedly terminated [in 1971]. AEDPA defines 'national security' as encompassing the 'national defense, foreign relations, or economic interests of the United States' and gives the Secretary of State broad authority to designate groups as 'engaging in terrorist activity' if they threaten 'the security of United States nationals or the national security of the United States,' a provision similar to that authorized by President Truman's 1947 Executive Order. Under this Act, it is a felony to provide any form of material support to designated organizations, even if the support goes directly to an entirely lawful activity of the group, and noncitizens can be deported on the basis of secret evidence for belonging to organizations deemed 'terrorist' without any showing of personal involvement in terrorist or criminal activity; in other words, for engaging in what would otherwise be associations protected by the First Amendment.

AEDPA 'resurrected guilt by association as a principle of criminal and immigration law. It created a special court to use secret evidence to deport foreigners labeled as 'terrorists.' It made support for the peaceful humanitarian and political activities of selected foreign groups a crime. And it repealed a short-lived law forbidding the FBI from investigating First Amendment activities, opening the door once again to politically focused FBI investigations.

At the same time AEDPA was passed, Congress enacted the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 (IIRIRA), which not only made it easier to deport immigrants for their political associations but also for minor criminal convictions. Noncitizens, who were already excludable or deportable for serious criminal offences and for virtually any drug offenses, no matter how minor, became retroactively deportable for a wider range of minor crimes that were redefined as 'aggravated felonies.' As a result, numerous long-time permanent residents [foreign nationals with U.S. green cards] have been deported for misdemeanor pleas or convictions several decades old. Invoking the specter of terrorism, the Clinton administration was able to implement many laws that had long been on the executive branch's 'wish list.' Thus for instance, George [H.W.] Bush had twice proposed to allow secret evidence in deportation hearings, and both the Bush and Reagan administrations had tried unsuccessfully to criminalize 'support' for terrorism.

With the September 11 attacks on the Pentagon and the World Trade Center, the stage was set for swift passage of the next level [PATRIOT Act] of police and intelligence powers on the executive branch's wish list, as Americans were informed once again that they would have to 'sacrifice some liberties for their security.'

In January 2003, the United States Justice Department's latest wish list was leaked to the press. Entitled the 'Domestic Security Enhancement Act of 2003,' but more commonly known as 'PATRIOT II,' it would expand the already impressive list of powers given law enforcement and intelligence agencies by the USA PATRIOT Act, which Congress hurriedly enacted in the weeks following the September 11, 2001 attacks on the Pentagon and the World Trade Center. Patriot II, if passed, would go even further than the PATRIOT Act in dramatically curtailing the civil liberties of U.S. citizens as well as immigrants and legitimizing measures long sought-and in the meantime illegally used-by law enforcement agencies to suppress political dissent.

A particularly striking provision of PATRIOT II would allow the government to 'expatriate' U.S. citizens, i.e., strip us of our citizenship, for becoming members of, or providing material support to, a group that is deemed a 'terrorist organization engaged in hostilities against the United States.' The terms 'material support' and 'terrorist organization' are defined very broadly, and 'hostilities' is left undefined. In light of the United States' long history of race-based exclusion from citizenship, its denial of constitutional protections to large groups of people identified as "Other," and its repression of movements for social change and racial justice in the name of 'national security,' this proposal should be especially alarming to everyone concerned with civil and constitutional rights.

Conclusion:
Maintaining the Racial, Economic, social, and Political Status Quo

Perceived racial and ethnic distinctions are clearly a significant factor in who is considered an American for purposes of social inclusion and legal protection. But the measures taken in the name of 'our security' are much more than reflections of or attempts to maintain racial hierarchy in America. In fact, the state's law enforcement and intelligence powers are being used to protect the status quo-which includes but is not limited to racial hierarchy-rather than the people as a whole.

The U.S. government's attempts to portray the threat embodied by the Other as pervading American society has been facilitated by fact that the United States, as a settler-colonial state, has acquired its territory and amassed much of its wealth by exploiting those deemed Other within its claimed borders. In addition, the effective portrayal of the United States as a nation of immigrants has made it easy to use perceived racial and ethnic distinctions to create an internal 'us vs. them' mentality. Taking advantage of this construction, one of the first lines of attack on those perceived as threats to the status quo has been to label them as 'foreign,' either literally because they are immigrants or because they are characterized as representing foreign powers or ideologies.

The current expansion of governmental powers serves to protect the status quo, not the American people as a whole. The presumption implicit in the call to support the measures being taken 'for our security' is that the 'average' (read 'white') middle-class American benefits from the maintenance of the status quo. But this assumption must be examined as well. Americans have not been made vulnerable to terrorist attacks because of a lack of police power, but because American foreign policy continues to breed repression and resistance. While Americans' fears regarding their physical insecurity, . have been explicitly evoked to justify the 'security' measures taken by the executive branch, a more subtle call for their support comes in the subtext-the call to protect 'our way of life.' The government's definition of national security now explicitly incorporates American economic interests. In essence, the U.S. government is asking for unlimited power to bring the rest of the world 'into line' with perceived U.S. interests and to suppress dissent at home in order to retain the economic benefits of its sole superpower status abroad and its settler colonial regime at home.

Who is being protected by these dramatically expanded law enforcement and intelligence powers? It is not the poor, who comprise the bulk of those incarcerated. It is not communities of color, in which at least one-third of all young men are, or will be, imprisoned, on probation, or on parole. It is not immigrants, who have been interrogated, disappeared, detained, and deported by the thousands; or the victims of hate crimes perpetrated against those who appear to be 'foreign.' It is not those individuals who wish to struggle for civil rights, civil liberties, racial justice, or the sovereignty of indigenous peoples. It is not union organizers, environmental activists, advocates for gay and lesbian rights, or those who oppose U.S. military interventions overseas or global economic institutions, who are made safer by such expanded law enforcement and intelligence powers.

Perhaps that 1 percent of the American people who control 40 percent of the wealth, and those who benefit from the billions of taxpayer dollars being given to private prison corporations, or companies like Halliburton to 'reconstruct' Iraq, benefit from this status quo, but the rest of us do not. The government argues that the war on terror is being fought to preserve freedom and democracy, but the measures being taken are undermining those values much more effectively than any terrorist attack could.

Obviously people in the United States, and for that matter elsewhere, are genuinely afraid of terrorism, whether the State variety or that perpetrated by non-State actors like Al Qaeda. Similarly, they are fearful of crime and the devastation that drugs can and have caused in their lives. But governments around the world have exploited this fear and have sought to, and in many cases successfully imposed draconian laws that infringe on people's civil liberties and violate their civil rights. By creating widespread fear the [U.S.] government has convinced much of the U.S. population to cede more and more of our constitutionally guaranteed rights and to 'sacrifice some freedoms for the sake of security.'

But fear is not the key. It is just one element in why the war on terror, or the war on crime, or the war on drugs sells. Despite the mounting evidence that the 'free market' policies being implemented throughout the world are not, in fact, raising the standard of living of the majority of peoples at home or abroad, and the fact that almost 40 percent of American wealth is controlled by the top 1 percent of the population, it appears that the "average" American is comfortable with the belief, however ill-founded, that he or she is in a position of relative privilege and that it is somehow deserved. Unlike people of color or immigrants, the "average [White] American" is generally not at risk of being caught in the crossfire from the war on crime, or the war on drugs, or now the war on terror, unless of course she or he is serving in the military in Iraq or Afghanistan, or if they are members of leftist groups whose civil liberties might be violated.
