What transiting planets or placements in a person's chart would cause them to attract several people with charts heavily influenced in 1/2 signs only ? Such as people with Sun-moon-mercury-venus-mars-jupiter in Aries and 1 gem placement, or all Sag with 2 libra, or all Cap or only Scorpio/aries, concentrated like that ?

I think it depends on the signs you are attracting. Generally, I would look at North Node to see what you need to learn in this lifetime and what learning/growth these people are offering you.

From what I've seen it's fairly common to have these placements. I know a lot of people like this. My chart is like that too.
