-Neptune causes the person to have a disillusioned view about themselves in the area Neptune is affecting in their chart.
For instance, Mercury conjunct Neptune means that the person will not be realistic and have false expectations, poor judgement and false motivations.

-The house Saturn rules will become a house of problems where nothing happy will ever happen. For example, Saturn in 5th means that the person won't be able to express their emotions and ideas, will always hold back.

Other more optimistic interpretations focus on how Neptune can be rewarding by giving one a strong imagination, or Saturn actually being an indicator for the profession one might choose or the areas they might take seriously and work hard at.

A true case: 2 blokes including one astrologer invested in an undervalued Oil Company [Oil ruled by Neptune-Pisces, corporate investment returns ruled by Saturn-Capricorn even if standard brainwashers scream Scorpio ].
During a favourable Neptune-Saturn aspect, the company gave great news and the stock soared.
The Astrologer needed money and sold his stock at 20+ dollars for a windfall profit. His Neptune transit on Saturn was favourable. His friend refused to sell at a good price. This bloke had Neptune sq Saturn in his natal chart.
A few weeks later, it was reported that there was a scam in the company and the stock crashed to 25 cents from high 20s.

Saturn square Neptune can also be a major characteristic of corrupt occultists/religious figures who secretly support the Establishment. Think of Nazi Occultists.

How about the aspects they form seperately, Neptune with other planets and Saturn with other planets ?
