Are you sure you`re talking about the right person?
Anyway, I think Saturn is very important in synastry, especially in aspect to Sun, Moon, NN, Karma, ASC / DSC or IC.
I feel that this could be a sign of a karmic connection, and that there is "unfinished business" between two people, lessons they have to learn; and often those lesson take some time to learn. Saturn can make someone stick like glue to someone else. It`s often an almost inseparable bond, and even if you break up with someone, with whom you ahve strong Saturn synastry, the effect might linger on. You won`t leave the relationship as the same person as you have been before.
DSC is the point of relationships, be it a loving marriage partner or an open enemy. Most of the time it`s the marriage partner, though.
Saturn on the DSC can make a relationship pretty longlasting and holding onto the DSC-person. In not so nice cases SAturn can be controlling in a way, a very strict teacher, and maybe come across as pretty boring or too critical.
Saturn on the IC means someone has a very direct access to the core of your soul (IC); positively SAturn can have a structuring, grounding, stabilizing influence, but as I said SAturn can also sometimes appear pretty distanced and criticising, which could hurt the IC person.
ON the other hand Saturn can also show serious interest in the psychology of another person (if Saturn is on the IC) and be stabilizing, as I mentioned.
I would look to other aspects, too.
But all in all, I would say there Saturn on an angle shows a meaningful connection, with a lot of work probably, but one that can last for a long time.
Oh and don`t forget, Saturn is insecure and fearful deep inside. Whenever Saturn is in rejection mode and reacts defensively and critically, it often means you ahve hit a sore spot, and the Saturn person fears you could see their "true face" which is something Saturn fears, as Saturn thinks of him or herself as insufficient.
