Let's say Person A has natal Venus square Pluto, 1 degree.

In synastry with Person B they have Venus conjunct Pluto, 1 degree (Person's A is Pluto).

How would Person A's Venus-Pluto square affect the Venus-Pluto conjunction with another person? Would this enhance the jealousy, control/power issues?

Yes, I had a similat scenario in my synastry with my ex, except my Scorp Venus semi-sextile Pluto, and my Pluto's also 7th house ruler and tied in to my Mercury. I know it's not as powerful as the conjunction, but it did count, IMO.
He had Venus square Pluto, and my Pluto actually squared it tightly, and there were many, many control freak tendencies along with jealousy issues.
Unless the people are fairly aware of themselves and their own patterns, it would probably be kind of hellish because I think they fall into a type of behavior without knowing why, and just keep going with it without trying to understand it or change it.

oh i had this, only once, though. im person a with venus square pluto and his venus was conj my pluto. hmmm there were slightly different attitudes towards relationships, that was marked. but i saw him [person b] as being more enthralled than i was, even tho i was pluto in the conjunction. it's difficult to separate though, his saturn was in my 8th as well. the relationship didnt become serious, more of a fling, but with very strange undercurrents if you know what i mean [saturn in the 8th can play tricks]. if i had been more committed to the relationship i can see potential difficulties, primarily because my venus was squared by his thus drawing my natal venus sq pluto more in the open. yea, i could definitely see that. sorry if this is too vague
