I put your neighbor's birth data into a site called venus group. Here are the transits:

Your Astro-Forecast begins on next paragraph. In this report the time period for a transit is given as:
Jupiter square Saturn: April 1, 2012 (from Feb 15, 2012 to May 15, 2012)
"Jupiter square Saturn" means that during the given dates "transiting Jupiter" is squaring your "natal Saturn". That is to say, the first factor that appears is always the transiting planet (present position of the planet in the zodiac), while the second component of the pair is "natal", or the position it was in the zodiac at your birth.
That transit starts in mid-February, reaches greatest intensity around April 1, and ends in mid-May.

The first date listed is the time when the influence has reached maximum strength; we can call this date the "peak date".

The influence starts on the beginning date (Orb=1º), gradually increases in strength until the peak date is reached (Orb=0º), and then it gradually fades out until the ending date is reached (Orb=1º).
You may also notice that the same transit shows up periodically during the year; this is not unusual and is due to the retrograde effect.

3/28/2009 ( before 3/28/2009 to 3/28/2009)
Uranus Trine Sun

This is an upbeat time, with increased enthusiasm and creativity. There is little resistance to your creative, spontaneous inclinations. This is a wonderful time for creative work and expression of any kind. Dance, music, artistic creativity, and scientific work are all benefited. Originality is highlighted and you are able to compose, design, and create things with fresh insight and originality.

You feel less constrained and hemmed in by circumstances, and are able to enjoy activities with greater zest and spirit than usual. You can develop greater agility and fluency at this time; for example, dancers and musicians often develop more free-flowing, graceful styles and techniques during this time period.

You are less resistant to change than usual now. You find it easier to accept new ideas and explore innovative areas. This is particularly helpful if you are normally conservative and rigid in your approach to life. Take advantage of this time to loosen up, develop greater enthusiasm, creativity, and gracefulness, and explore progressive, innovative ideas and activities.

3/28/2009 ( before 3/28/2009 to after 8/10/2009)
Jupiter in 3rd house

Improved relationships with neighbors and those people you meet on a regular basis in the day-to-day business of life, are likely now. You are more tolerant and forgiving, more willing to remain open-minded on topics you might have been quick to criticize or disregard in the past.

Restlessness, both physical and mental, may result in taking frequent short trips which are both entertaining and educational.

Beginning a new course of study is excellent now.

3/28/2009 ( before 3/28/2009 to after 8/10/2009)
Saturn in 9th house

Clarifying and defining your philosophy of life is an important process in your life now. This may be a time when your faith is tested, and you come to see what you truly believe. You adopt a more skeptical, 'show me' attitude and desire proof that a philosophy, religion, or belief system is both true and workable in your life. By the time this cycle is over, you are likely to have come to some definite, firm conclusions about the big questions of life.

This is also a good time to begin a formal, disciplined course of study, and you are interested in wisdom or Truth more than mere knowledge.

3/28/2009 ( before 3/28/2009 to 4/15/2009)
Uranus in 3rd house

Original thinking, new and different ways of perceiving the world, new techniques and technology related to learning and communications, and more mental and intellectual stimulation characterize this time period. You may begin studying a subject which will revolutionize your thinking, and esoteric sciences and techniques (such as astrology) hold particular fascination for you. If you are particularly rigid in your thinking, and uncomfortable with anything that doesn't fit into a neat category with a rational explanation, then this may be a somewhat unsettling time for you. Otherwise this is an exciting period in which you are exposed to ideas that open new worlds to you.

3/28/2009 ( before 3/28/2009 to after 8/10/2009)
Neptune in 3rd house

Fuzzy or confused thinking, misunderstandings based on a lack of clarity in the way you communicate, and inability to concentrate on your immediate mundane tasks are the more problematic possibilities of this cycle. You may find yourself fantasizing and drifting off into daydreams more often also, though this isn't necessarily all bad. While your logical, analytical, factual side may be less focused, your intuitive and imaginative side is activated, and you begin to see the world as a much more interesting and beautiful place. Latent psychic or clairvoyant abilities may surface, and an interest in poetry, dreams, spiritual studies, or art becomes more pronounced.

3/28/2009 ( before 3/28/2009 to after 8/10/2009)
Pluto in 1st house

This marks a period of profound personal transformation.

Everything from your outward appearance to your deepest inner feelings about yourself are apt to change during this cycle.

Inner resources and aspects of yourself which were previously hidden and which you probably never even suspected were there will begin to emerge. Other aspects of yourself and your life will be eliminated or radically changed. In some ways this can be a difficult time in that you cannot hide from yourself or your problems. You are forced to deal with whatever is deep inside, to bring it into the light of day. You will not be able to live on a light, superficial level. However, new power and confidence in your ability to meet the world will result, if you do not resist the process.

3/30/2009 ( before 3/28/2009 to 4/3/2009)
Jupiter Opposition Pluto

Power and social influence are the key issues for this time period. Projects and goals that you have been working on come to fruition at this time, and there are opportunities for you to move into a position of greater social influence and prestige.

Unfortunately, power conflicts with others are also likely, and success is not guaranteed.

You definitely will make an attempt to move up the social and economic ladder, but whether you succeed or not depends on how well you have prepared for this critical time, and how well you are able to cooperate with others as well as favorably impress them. In any event, the end result will not be lukewarm; you will view this time as one of glorious success or painful defeat. This is your chance to 'make it big' and it is up to you to make the most of the opportunity.

Be particularly wary of the tendency to engage in power struggles with others. You may incite opposition from others by coming on too strong and being domineering, one-sided, or fanatical in your approach. A scandal or other form of 'bad press' can arise from the turmoil created by people competing greedily to be top dog.

4/15/2009 ( before 3/28/2009 to 5/6/2009)
Uranus Opposition Medium Coeli

Sudden changes and upsets are likely in your domestic life.

If you are at all dissatisfied with your place of residence, it is likely that you will move at this time or make home improvements. If family members are not getting along well with each other, it is likely that this friction will erupt into a major explosion. Typically, someone decides to move out of the home. If the problem is with a child, then the child may 'get into trouble' at school as a form of protest and expressing dissatisfaction.

The changes that occur now in your domestic life are symptomatic of a reorientation in your deepest attitudes and feelings, perhaps mostly at an unconscious level. This is a time when you break free from deeply ingrained habits. You may also investigate alternative cultures, religions, and life styles as a way to break free from your customs, traditions, and habits, and integrate new qualities into your life.

Note that the precise timing of this astrological influence is very dependent on the exact birth time, so the dates given are accurate only if your birth time is very accurate.

4/17/2009 ( from 4/17/2009 to after 8/10/2009)
Uranus in 4th house

Sudden and unexpected changes in your domestic situation and in your most personal, inner life are likely now. You may move to a new location which is totally different from your familiar home and the world you are accustomed to. Feeling unsettled, uprooted, and somewhat insecure during this time is not uncommon, even if the change is a positive and desired one.

Being liberated from the past, from outdated conditioning, or from family ties and expectations which stultify you, and being catapulted into a situation in which you may feel quite inexperienced is also characteristic of this time.

7/1/2009 ( from 6/8/2009 to 7/25/2009)
Uranus Opposition Saturn

This time period is likely to be one of considerable stress, surprises, disappointments, and tensions. Your children, spouse, colleagues or employees may rebel against you, or you may find yourself rebelling against others. At this point in your life, you simply don't want to feel dominated by anyone. You are also quick to see the requests that others make of you as unreasonable demands. You feel like you've paid your dues, and deserve a break. However, your sense of responsibility still nags at you so you find yourself accommodating the needs of others when you really want to be doing something else. You may find yourself doing lots of chores for the family, putting in lots of hours at work, etc., but starting to feel very uncomfortable and perhaps even feeling manipulated or taken advantage of by others.

Actually, it is your own conflict between your sense of responsibility and your need for freedom that causes most of your problems now.

You need to get away from your daily routine for short periods to get a perspective on your life and let yourself feel less confined. A sense of freedom is extremely important to you now. If it is difficult for you to make extra time in your life, then try to manage at least a day now and then to simply do the things that you really enjoy doing at the pace you like to do them. If you try to cope with daily tensions and pressures for too long during this time period, you will become very wired up, tense, and perhaps physically ill as well.

Be wary of a tendency to be overly submissive or rebellious at this time. Try to be honest and reasonable, without creating antagonisms with others.

If you find yourself getting a little tense, then exercise, massage, avoiding hectic environments, and plenty of rest will help you unwind.

----
In short, your neighbor is dealing with very sudden, intense changes in his life. Being a Cancer Sun, he seeks security and right now his life probably doesn't feel very secure to him. However, that Moon in Sag should help him bounce back eventually. He has mostly easy aspects to his moon, which will help him endure this difficult time.

The best thing you can do for your neighbor is to let him know that you're always there if he needs to talk or just rant about his life. With that moon in the first house, he's deeply sensitive and absorbs EVERYTHING from his environment--both good and bad. It can be very draining....I have this placement so I know how it feels.

thanks so much for extensive response.
i was also wondering if there was something natally that i might be missing in this persons chart. Seems to have a type of organic depression-and sometimes acts like he could be bipolar. Other people are worried about him also.

The only thing i can find in his natal his natal is saturn square chiron. i don't know if this would be reponsible or not.

I am checking out the chart right now, and I will tell you what I find

the first thing that I see is

Saturn conjunct Midheaven - 2'57
Saturn parallel Midheaven - '53
indicates a very serious person, and that can indicate potential for depression. In Cosmobiology, Midheaven is the most personal point, and it is considered the soul, the "I"

Combination of Stellar Influences has soul sickness for one of its interpretations.

I am looking at his chart the Cosmobiological way. I prefer Cosmobiology when it comes to Medical Astrology.

Moon conjunct Ascendant indicates a highly emotional in the environment

His Moon is 27'10 South in the declinations. His Moon is well beyond 23'25 in the declinations, and so his Moon is out of bounds.....that indicates an unleashed and uncontrolled emotional nature, feelings for better or worse

His Mars is 23'55 South in the declinations. Therefore,it's out of bounds....that indicates an unleashed and uncontrolled passion, activity for better or worse

I looked at Saturn which is the planet most associated with Depression.

Saturn conjunct Midheaven - 2'57
Saturn parallel Midheaven - '53
indicates a very serious person, and that can indicate potential for depression. In Cosmobiology, Midheaven is the most personal point, and it is considered the soul, the "I"

His Mercury semisquare Saturn - '30
indicates that thinking can involve discipline, restrictions. There is the possibility of pessimistic thinking, and can end up being mental depression....there could be thoughts of insecurity like doubting one's intellect.

Pluto conjunct Mars/Saturn midpoint - '57
indicates intensity in connection with serious, reserved energy. Mars/Saturn is also known as the Death Axis in Cosmobiology. the configuration could indicate potential death through violence. It is a potentially violent configuration, and it's connected to frustration leading to blowups

His Venus conjunct Mercury/Saturn midpoint - '56
love, relating in connection with serious, reserved thoughts. there could be issues with self worth and negative thinking.

His Saturn conjunct Venus/Neptune midpoint - '55
discipline, restrictions in connection with dissolving, idealistic love nature. There is the possible of suffering in love, relationships. insecurity involving love, relationships

His Mars square Saturn/Neptune midpoint - '51
passion, physical energy in connection with the integration of discipline/dissolution
Saturn/Neptune midpoint is known as the health axis, cardinal point of disease. this configuration could indicate low levels of energy but also anger, violence connected to depression

His Saturn sesquiquadrate Moon/Jupiter midpoint - '04
discipline, restrictions in connection with expansive feelings. There is the possibility that pessimism, depression puts a damper on optimistic feelings. There can be a fluctuating of pessimism and optimism...in its extreme form, it can be manic-depression

His Sun semisquare Saturn/Pluto midpoint - '27
the physical body, life energy in connection with the integration of discipline and intensity. This configuration could indicate the potential for self destruction.

His Uranus semisquare Sun/Saturn midpoint - '31
unconventional, unpredictability in connected with the rigidity of the physical body. This configuration could indicate a potential for heart problems, stress, tension.

His Saturn semisquare Neptune/Ascendant midpoint - '30
discipline, restrictions involving dissolution, idealism in the environment. Saturn-Neptune connections indicate potential chronic health issues. There can be suffering in the environment.

I couldn't help noticing his very strong Kuiper Belt(transneptunian) energy that indicates being so metaphysically oriented that he can have problems on the physical plane.

This guy should find a spiritual outlet of some type

The following are big kuiper belt aspects aspecting personal planets, angles

Sun conjunct Makemake - '12
Makemake sesquiquadrate Ascendant - '49
Makemake sextile Midheaven - 1'40

Makemake is the 3rd largest minor planet behind Eris (1st) and Pluto (2nd)

Positive: Articulate and ultra-communicative. Self-assuredness, especially by verbal means. Clever, quick-witted and interested in invoking insight and inspiration with speech. Quick to report findings, regardless of impact. Courageous, possessing the willfulness to confront the peril required for discovery or spiritual evolution. Conscious of family security and safety. Protection of the brood.

Negative: Cunning and verbally manipulative. Double talk. Diversion of facts. Declaring false findings (laying an egg, so to speak). Taking flight to avoid consequence. Hiding as a coping skill. Reckless. Disregard for safety of the home. Self-serving.).

Sun square Sedna - 1'55
Sedna quincunx Midheaven - '02

Positive - a forgiving disposition, discernment, clarity of perception, recognition of free will and choice, responsible, conscious of consequence, far thinking, dharma-oriented, does the homework of life

Negative - victimization, abuse, being deceived, history of betrayal, bitterness, “gold digging” attitude in relationship, transfers blame to others, numbs out, goes unconscious

Mars square Eris - '02
Moon trine Eris - 3'03 (3 minutes past orb)
Eris trine Ascendant - 1'04

Positive - liberation from addictions to success or status, clear priorities regarding matters of love and money, finally getting you can't take it with you and applying full resourcefulness in life, recognition of the potency of one's energy and life force, clear sense of the sacred marriages: spirit to body, self to Creator, between soulful companions, personal sense of emergence.

Negative - greed, workaholism, believe that you must take over for God, general sense of being forsaken, condemned or abandoned, lack of spiritual regard for life, superficial, status oriented.

Orcus square Midheaven - 2'58
Mercury semisquare Orcus - '29
Mars parallel Orcus - '06

Positive: a person of one’s word, challenges broken promises, aligned with a spiritual creed, accountable for personal thought, word and deed

Negative: hypocritical, fault finding in the ways of others, blame assigning, ducks responsibility for word and actions, unable to keep promises

Mars square Quaoar - 1'08
Quaoar sextile Ascendant - '06
Venus semisextile Quaoar - '44
Quaoar contraparallel Midheaven - '31

Positive - creative, inspiring, possibility oriented, uplifts sagging emotion, strong sense of self

Negative - doom saying, prophet of Armageddon, controls others with fear

Venus trine Varuna - '55

Positive - sovereign, competent, regulating without force, mastery of all tasks accepted

Negative - incompetent and blaming, laments losses, holds resentment

Sun semisextile Haumea - '47

Positive: Soulful confidence, an unshakeable personal inner knowing, creative, regenerative. Able to reconstruct, redefine, transform, especially regarding consciousness, willfulness and restoring rock solid integrity. Supportive. Fostering. Fertile. Creative.

Negative : Insecure and attention demanding. Dramatic. Egocentric. A bully disposition. Forces head-on collisions. Claims martyrdom and sacrifice to secure attention. Willing to attach to someone else’s momentum or allowing dependent sorts to attach to one’s efforts for self benefit (using non-paid volunteers, fans, devotees).

Venus parallel Ixion - '01
Mercury sextile Ixion - 2'07 (7 minutes past orb)

Positive - understands karmic wheel, gives and uses a second chance, discerning

Negative - lustful, inconsiderate, inclined to repeat errors, learns nothing from experience

He has a t-square of Mars square the opposition of Eris and Quaoar, and that can indicate intense metaphysical conflict involving his passions,actions....this can be potentially violent.

glaucus:

your accuracy completely astounds me.

This person has had problems with unexpressed anger. He told us doctor told him to go to an anger management class-NOT because he expressed anger, but because he held it in. Doctor wanted him to see how others expressed anger.

He has had heart problems, a heart attack-
now he has diabetes.

In essence, you analogy is very accurate. And as I said, a few of us are concerned for his well-being.

THANKS GLAUCUS!!!

" .. Likewise a Pluto transit often appears coincident with the onset of depression, and because Pluto spends such a long time passing back and forth over a particular point in the chart, such a depression can go on for a considerable time .. "
