The 7th house in Synastry is supposed to be a magnetic house as it is connected to a sense of romance. But it's also supposed to be outgoing. It is my understanding that receptive houses like the 2nd and the 4th are supposed to have a stronger impact on individuals when planets activate them.

Would this mean that even though the 7th house is relevant in synastry in terms of romance, the individual whose house is activated doesn’t feel the same pull he/she would feel with a more receptive house? Or is the 7th house an exception in terms of outgoing houses and their effect considering its magnetic significance?

I`d say the 7th house IS an exception, but still it doesn`t compare to planets that fall into your 8th house.

I don't understand why you call the 7th an outgoing house.

The qualities of the 7th aren't so much outgoing as they are incoming from others. The 7th shows the opposite of the 1st, thus the things we don't own up to and therefore meet through "others" (although we are actually meeting the self, shadow self).

And my using the term incoming may be misleading because they already belong to the individual,it's just that they feel as if they are coming in from someone else.

The most important thing i have learnt to date about the 7th house ruler is that i act it out emotionally.

For me, it's leo and when i'm in love and get emotionally pushed or insecure l get very drama queen and act just like a leo.

Lara, I do the exact same, but I've got scorp on desc. When I get insecure in a relationship I get so jealous and obsessed.
