would you consider venus in the 11th but conj the 12th house cusp by 4 degrees in a solar return really in the 12th?

Yeah, but you should consider the natal venus placement before interpreting it. And aspects between SR venus and natal chart.
Then you will get a better overview of the SR venus.

Hm, I wouldn`t. 4 degrees are too wide for my taste.

I agree with DD on that one. I wouldn't interpret it that way either. And Bruce's point about aspects to natal too.

i dunno ladies. stephen arroyo considers anything within 6 deg of the cusp to be at least overshadowing the house...but i would think the aspects would have to be taken into consideration as well...

Yes, I read that, too. But then what is the sense of house cusps?
And maybe this is a sign, you use the wrong housesystem?

I understand t hat planets conjunct a cusp would maybe influence the following house, but 6 degree is much too wide.

Also, the planets move from 30 - 0 degree of a house.
They actually move from the ASC over the MC through to DSC and over IC to ASC again. It means that a planet shortly before a housecusp actually moves into the opposite direction.
If Venus is 3° away from 5th house cusp, it actually doesn`t move further into the 5th house, but moves from the 5th house cusp into the 4th house.
