I think so. The progressed chart is like your emotional development on a subtle level. Your internal transits, so to speak.

The P chart is just the natal chart playing out through time. It's not only internal but external as well. It's just what you are experiencing at that point in your life. When natal planets aspect the P chart, it shows what you are encountering in your journey at a certain time. Like when P sun conjuncts the Natal 7th house cusp, we see someone going through a huge relationship change.
