Firstly, some definitions. These are based on the mythological materials available, and thus the meanings of these three asteroids are derived form their namesakes as found in Roman Mythology.

Juno: equality in partnerships, partnerships,
empowerment through relating and socially accepted recognition of such relationships. Possibly indicates what we seek/need in a 'marriage/committed' partner, and the style of commitment we need in order to fulfill our needs. Sign and house position in natal chart indicate the nature of committed relationships thought, and the type of partner qualities that best 'fit the bill' for us. Also jealousy and flowers are ruled by Juno.

Vesta: Dedication, sacredness, inspired service. Sacred sexuality and spiritual use of sexual/creative energies of the individual.What we are dedicated to defending and upkeeping no matter what. What is sacred to us. By house and sign in natal can show
where and what our spiritual values are, also
what we consider sacred.

Ceres: Nurturing, both what nurtures us, and the style with which we nurture others, as shown by house and sign placement in natal chart. Also rules food and clothing. Often prominent, or aspects personal planets in charts of individuals who are in touch with the cycles of the seasons - and Earth. Green thumb and people who love gardening and growing things. When aspecting personal planets can indicate people who are interested in the old beliefs/gods and earth based spirituality.

As to what do these three being in mutable signs might mean? I guess these areas would be highlighted and explored, or put under pressure during the time of the transit. This will affect people differently, depending on what planets they have in the mutable signs, and what exact planet/point is being aspected by the transiting asteroid.
As an example, someone who might have a natal
mars in virgo and always wanted to garden but never has, with transiting ceres conjunct it would suddenly feel the drive to start their own garden, or take up an interest in environmental movement and sustainability etc.
