If the 1st house represents the person asking the question, then the 7th represents the main other person who may have the power to decide the outcome. When Saturn is found here, the other party may be stubborn, unmovable, by the book, stuck on rules and regulations. They may be older, wiser, in a position of power, and generally unmovable. If the question is about a relationship, there could be committment, but at the cost of much personal freedom and a sense of self. This could also mean karma falling upon the other person too, not you.

What is the question here?

well it is a relationship question, but a specific one (and i'm not keen on going into details here!), regarding the other's conscious motives. saturn sits exactly on the decendant. but the significator and the quesited are trined by 3 degrees, in applying aspect and are both in the houses they rule. i'm new to horary, though. but i just googled some more and found that saturn in the 7th can mean the astrologer interpreting the question may not have the capacity to judge it accurately, so i am not sure? and regarding your answer (thanks!), the other is in a position of power, in regard to the question, so perhaps that is what it signifies..

edit: moon also makes a grand trine with both significators (applying to both), and quesited's significator is exactly conjunct IC (i'm not sure what that means, but i think it's good, and relates to the question as well, strongly).
