Mercury as chart ruler. Saturn in the 3rd house.

I have Virgo AC, Aries Mercury in the 8th house conjunct Venus/Moon and trine Uranus, and Scorpio Saturn in my 3rd house, and I do give a lot of importance to the speech/writing structure.

My maternal Uncle Eddie has Mercury in Virgo, and it even trines Saturn.

He has a history of speech problems that include stuttering. He got speech therapy in special education class. He was good with other things ruled by Mercury. He works well with numbers. He's an accountant.

I am not sure if Mercury sign placements indicate being articulate in speech

another thing is that there are people that are articulate in speech but have problems in other areas that are ruled by Mercury.
Therefore hard aspects of Mercury might not indicate problems with speech but problems in those other areas.

my maternal grandfather had retrograde Mercury in Gemini conjunct Sun in Cancer less than 3 degree orb in the 8th house, and he had ability to talk about almost any subject with other people. He was definitely articulate, but he wasn't educated. He didn't even go to junior high school.

I think Saturn to Mercury can make a person think before speaking, so that they can sound articulate. Or they might actually over-think as well, to not actually say what's on their mind because they're too busy processing it.
I have Mercury conjunct Pluto and have found that I know how to verbalize what's sometimes hard for others to articulate. But I also have Cancer on the 3rd house cusp, so I think this can be empathy too in speaking, or relating.

I think that planets like Pluto and Saturn can play a big part in relation to Mercury and the 3rd house.
I can't say Mercury in specific signs alone is a dead giveaway, but I HAVE noticed a lot of Virgo Mercury people that are pretty darn articulate, not to mention capable of ripping you to shreds if slighted....

"I think Saturn to Mercury can make a person think before speaking, so that they can sound articulate. Or they might actually over-think as well, to not actually say what's on their mind because they're too busy processing it. "

Yeah...I agree.
I have Mercury-Venus in Scorpio in 3rd contraparallel retrograde Saturn in Gemini in 9th, and I am that way. However, I also had history of speech problems that were treated with speech therapy in special education. I have compensative speech mechanisms. I do think carefully before I talk. I do tend to pause and have hesitation in my speech. If I don't, I can talk rapidly and get disorganized, tangential, loose in my speech (cluttering) as well as make make verbal mistakes which are connected to word retrieval issues like not finding the right word to say. I am also very softspokened. I have Mercury-Venus parallel Neptune in Sagittarius in 3rd.

My father had Sun-Mercury in Capricorn trine Jupiter-Saturn in Taurus, and my mother told me that he was a stutterer and clutterer too.
My mother told me that he was more softspokened than I was.

I definitely have reasons for having doubts about Mercury aspects indicate how well a person speaks or not.

After getting speech therapy, Uncle Eddie became articulate...got more articulate as he got older. He was definitely very capable of ripping to shreds in speech. My Uncle Dino was a physical fighter, and my uncle Eddie was a verbal fighter.
My Uncle Eddie has Mars in Gemini.

former President George W. Bush has a close Mercury-Pluto conjunction in Leo,and he is known for his speech issues that include verbal mistakes that seem to be connected to word retrieval issues. Interestingly, he has Neptune in 3rd like Uncle Eddie and me. His father,George H.W. Bush wasn't very articulate either.

MVM - that's just too strange. (I keep on commenting after your comments because you tend to say things I'm thinking and you seem to have similar sentiments about things at times. So, forgive me if I am stalking you. It's unintentional.

I used to also have a stuttering problem as I spoke too quickly as a kid. When I learned to speak English I taught myself to speak slower and the stuttering ended just like that. My first language is Zulu, 2nd language is Xhosa, 3rd Language is Swati and English is my 4th. I've dabbled in french as well and forgot it, but I pretty much pick up languages and accents easily.

Since I was 13 or so, until today, I am adequately articulate and eloquent. I speak and write well most of the time and I speak well publicly. I used to be in the debate team for Afrikaans (another language I butcher because I've forgotten it too) and have won countless speech contests in my time at school and University.

Languages (speech and writing) were where I excelled.

I have a Libra Stellium of Mercury/Saturn and Pluto in 12th. My 3rd house is empty. My 6th house is empty. Saturn does rule my 3rd and 4th houses. Mercury Rules my 12th house, and the Ruler (benefic)is in his own house which indicates overcoming one's earlier challenges, so my 12th house is quite telling.

With that said, I don't speak much. I know, contradictory, but I am one of those quiet people who shock people when they open their mouths.

I have terrible problems articulating myself, sometimes (especially as a child), it probably has to do with having Pisces in the 3rd sextile Neptune, I just sound really vague all the time like I'm a big stoner, well I can be sometimes!

I know someone who has Virgo Mercury in the 2nd house and sextile Venus and Pluto, I think he is very articulate and talks a lot, even though he doesn't want to admit it, he is one of those self deprecating smarty pants.

I think I'm fairly articulate. There are moments when the Mercury in Aries in 1st suffers the relevant foot in mouth disease, but otherwise, I do okay. Mercury is conjunct Venus, no other aspects.

I used to be articulate, some people say I still am, but I don't enjoy speaking, half the time I feel like I'm talking bollox whereas others think I'm an articulate speaker.

Mercury in Capricorn, trine Jupiter & exact sextile to Moon.

My maternal grandfather was a man of the cloth, he was a very articulate & charismatic speaker.
His apeacts were as follows: Mercury in Sagittarius conjunct Moon, Jupiter & Venus
