I asked this on another thread but was ignored

If Venus is in Scorpio in transit and I have a venus in Gemini, would I feel it?

People seem to put a lot of stock in Venus being in Libra and then going to Scorpio.

Does it effect you ONLY if it touches your natal chart or does it effect you anyway in a global sort of way.
