How many orbs away from a planet transiting a new house does planet have to be to start experiencing the effects of the planet house placement??

For example:

Transit Pluto is towards the end of the first house but in the last 6 to 12 months person has become obssessed with financial security and as a result managed to save a good amount of money but when pluto reached about 4 or 5 degrees away from entering the 2nd house almost all savings got stolen.

Is it fair to say that when a planet is towards the end of a house transit that you start to experience the influence of the next house the planet is going to enter soon???

I think the answer is yes, effect of planets at the end of the house are said to be felt in that house and next house. Another possibility is that degree of that person’s ASC may be incorrect.
