If someone's 3rd house ruler was pisces, but another person had Neptune in the third, would they basically think the same? I hope I explained this alright.

Similar, yes.

Instead Of Neptune, Jupiter can work too, as Pisces' traditional ruler : it gives more possibilities.

Another question then:

For example (my example), i have third house in Scorpio, with Pluto in Scorpio.

Would someone with Mercury/Pluto hard aspect think the same?

Interesting!

An other one: one has Pluto in 3rd house, an other person Mercury in 8th. Does this add familiarity in their communication, considering they have only a few and harsh Mercury aspects?
