The personal planets person, I think. But the personal planets person can become quite hypnotized if those are angle rulers in their chart.

In my experience the personal planet is the one magnetizED.MC is not a very sensitive point in a synastry I think. However the other person will feel it much more powerfully because your MC is expressed very apparently. I had many cases where my MC was majorly aspected by someone's personal planet but not so much I can say in terms of attraction, bonding or connection. But they were actually the ones to relate; especially when the planet is The Lord of an important house. By important house I mean a house that plays a big role in your own chart.

my Sun and Mercury (DESC-ruler) conjunct his MC (and Sun and Moon) - yes I definitely feel the magnetism.

My celeb crush' Mars is on my MC and it's his 5th house ruler and it trines my Venus too and is conjunct my Mars widely...*zones out* *tries to imagine their encounter* *snaps out of it* Hmm, where am I? Ahhh, early Gemini Mars in a man wouldn't be that bad At the 2nd-5th degree ideally.
