Is it possible they meant forbidden to them personally - like they'd not allow themselves to get close to a Leo moon? Maybe it doesn't work for their chart.

If not, it sounds like some biblical interp of signs or something esoteric

Maybe because Leo is ruled by the Sun.. In a way, maybe someone could see the Sun and Moon as opposites..?
