My question(s) revolve around house rulers, signs on the cusp and "swallowed signs" --- (bear with me, I hope this doesn't get too rambling)

I keep reading different people say "look to the sign on the cusp of the house that planet-x inhabits for clues to how that planets energies might play out"

.....that sounds fine and good but I keep wondering about this, but...

For example in my birth chart (placidus style) the cusp of H2 is Aquarius, and the cusp of H3 is Aries. That means that Pisces is completely "swallowed up" in the belly of H2. The same thing occurs on the opposite side of the chart, where the cusp of H8 is in Libra and the cusp of H9 is in Scorpio. Virgo is also "swallowed up."

I read various opinions about this "SU" phenomenon. One person said that if a sign is completely inside a house like this then the Native already has enough of that energy and doesn't need any more. Someone else opined that the Native would be sadly lacking in the flavor this sign normally provides to a person.

Here are my questions:

1. What do you think about the poor little Swallowed Up Signs?
2.Since Houses rarely have 0º anything on the cusp, but usually something random like "19º08 Leo" --- does that sign flavor all of the planets living in that house? Say Venus is actually in Virgo but Leo is on the cusp, is Venus to be interpreted in Virgo or Leo, or In Virgo but with a dash of Leo?
3. What of these houses that appear to be more than 30º? Should more weight be given to those houses? In the example above, H2 and H8 apparently cover 38º each instead of 30º, while H5 & H11 only cover a measly 22º.

My apologies again if this has ben covered. I really do want to learn more about this! I'd love to hear your opinions!

1. The two signs being intercepted are, in my opinion, an area of blockage throughout your life. The energies have great difficulty coming out and someone with intercepted will have difficulties and will struggle in both signs being "swallowed".

2. I am not sure I understand, however if your venus is in virgo, it is in virgo. The house will be leo, and thus your virgo venus will affect your leo house. Someone on this very forum extrapolated and went as far as saying that if a birtchart was a play, the planets would be the actor, the signs would be the role they incarnated and the house would be the scene where it would be played.
So no matter where an "actor" "plays", it will not take two roles. If your planet is in virgo, treat it as virgo, however the scene will be leo, and you may need to add, since it is intercepted, that the energy of the planet will have difficulties coming through, may be repressed in some cases, because of the nature of the interception.

3. It is still up to debate. Because it depends on the place you are on earth (the higher up, the larger certain house will be), some would say it has no influence and for really messed up chart, to use equal charts. Others attribute it a grand importance, saying that no one is born equal and that intercepted house are as informative to what people will have to live and struggle through than placements.
