Is there anyway to do this without knowing the other persons birth time?

Well, if you create a "noon chart" for them then you can remember that the moon could be 6 degrees forward or backward from that point. (Approximately)

Then you could move the time forward 6 hours, view aspects to moon, backwards 6 hours and view aspects to moon. 10 hours, and so on.
Decide which aspects you seem to notice in the Person and without a birth time that's about as close as you'll get.

I've not really ever gone that route myself but it's an option.

Yeah, you can.
It's not really accurate but, it's something.

Here's an old thread of yours where you asked the exact same question before (among others) and got a lot of answers, too:

How come you don't remember?

There's rectification also but it's a very difficult, time consuming process. It also costs money if you don't know how to do it. Along with requiring to know several personal life events, and etc.
So I'm not suggesting that as an option, especially to figure out someone else's birth time.

Sometimes I look at physical features and compare to Kannon's site. http://kannonmcafee.wordpress.com/rising-signs-2/
Especially ears, nose, eyes, eyebrows, and things like that.

So if I create a synastry chart for me and someone. But for the person I don't know the birth time for I select noon time. Then move the time 6 hours forward and 6 hours backwards. I would be able to see possible aspects made to the other persons moon?

You could go up to 12 hours either way. Or anywhere between is really what I meant.
Midnight to midnight.
