There's not much written about this aspect. Would this have the same effect and meaning as venus conj sun? would you call it a "true love" aspect?

It's lovely. I feel like the other person truly cares for me and can sense how I'm feeling AND respond appropriately But we have venus-mars conjunct venus-mars and neptune-uranus in synastry too, so...

Not really. It's more a sensitivity of emotion and an overall softness. It can be romantic, but that's not its essential nature. You need some MARS for that.

If both are comfortable with expression of emotion and appreciation of aesthetics, it can be lovely.
