Person b's moon is opposite person's a chart ruler (pluto) and conjunct the dsc axis from person a. Though not falling in the 7th

Pluto is karma often..
Alot of pluto aspects, his ruler is pluto so he feels it more intense

Very true.

I dated a Taurus Sun/ Taurus Moon who had his natal pluto in retrograde opposite his Sun and Moon. I have a strong Scorpio stellium (Sun, mercury(r), venus, jupiter, pluto, descendant) all in Scorpio with Venus in Scorpio being my chart ruler. Pluto is also my 7th house ruler. I also have Sun conjunct Pluto, mars conjunct pluto, pluto opposite asc and mars opposite asc so as you can see, i am VERY plutonian and since pluto conjuncts my stellium, all of my scorpio planets will be included in the synastry affect of a pluto aspect.

With the taurus guy, my sun was opposite his sun and my pluto was opposite his sun and HIS pluto(r) was conjunct my Sun. & from what i've learned, a natal retrograde pluto is 10x more intense than a direct natal pluto because all that intensity is turned inward. Also, in the case of the taurus again, his pluto(r) was OPPOSITE his Sun/Moon so he wasn't in touch with that deeper sife to him. He actually tried to pretend his intense emotiona didn't exist until he met me and realized I wouldn't let him run from it. The crazy part about all of this is, since he wasn't in touch with all his plutonian energy while also having his pluto(r) conjunct MY Scorpio stellium.. It created a domino affect. He was afraid of his plutonian side and since his very same pluto conjuncted my stellium and activated my entire plutonian stellium, he ran from me eventually. I provided a very clear and "in your face" mirror to the very part of his soul that he's scared to face and not in touch with. & to top it all off, in our synastry, his Sun and Mars in cancer was in my 12th house. Karmic overload! It was the worst experience ever, but i learned a lot from it and grew a lot in my relationships so surprisingly, i don't regret a thing
