Does anyone have any experiences with the ruler of the desc conjuncting the vertex?

Who would be more involved the desc or the vertex person?

I have the experience of someone's Vertex conjunct my DSC AND DSC planet Saturn. I think it shows a fated important meeting, in terms of partnerships: the vertex would be the first one to react, IMO, and the other may feel it as a reflection. With such a strong contact, they will both feel it eventually, since it involves partnering.

Ah okay. I thought it would be the desc person since it's the desc but experiences count more
I am asking since I met a player who normally never courts a girl for a long time but he does with me. I checked our synastry and I do not put any planets in his 7th house but my vertex conjuncts his 7th house ruler.
