We've been involved for a little over ten years now. We haven't had any physical contact in 3 years. We hang out, but no kissing, sex, etc in 3 years.

I met him when we were extremely young.

Our love was deep, intense, obsessive, and just unhealthy a lot of the time.

There's a continuous pull towards one another no matter how long we go without talking or seeing one another. We've both had other relationships, but somehow we can't shake each other no matter how hard we BOTH try.

What could be the cause of this?

A little background information:
He grew up in a really small country town. His mom abandoned him and his dad just wasn't in his life until a few years ago. He has a lot of "mommy" and "daddy" issues. He's not really intellectual or I guess that wouldn't be a word to describe him.

I ended things 3 years ago, but still involved even up until today. I ended things because he just wasn't trying to commit or at least in the way I wanted. Plus, looking back, we were way too young to be in love and going through the motions.

It literally felt like fate from the beginning all the way up until now.

My gut reaction was that you're very young soulmates -- in terms of actual chronology -- and there's some very passionate karma here. The ongoing romanticism or partnership doesn't surprise me with dual 7H MOON overlays: your lunar energy is clearly geared towards relationship with each other. But highly concentrated composites whose energy is stifled in any way can quickly become a war zone.

As the chick with the dude with the crazy Scorpionic composite with everything magnetised in the 1H, and the rest across the 12H -- I can say I speak from experience. He's my most beloved frenemy. My true nemesis. We can neither truly let the other go, but we can't truly 'be', either. It's zugswang.

But this is not that. You do, however, have that composite stellium of MOON-PLUTO-VENUS which isn't doing you any favours unless you're involved -- and not on a casual basis, either. Solid, serious commitment. And I doubt either of you are near ready for that yet, so the ride will no doubt be bumpy.

Are you twins? There's nothing to support that as of yet, unless you're holding back some phenomenal paranormal experiences the two of you have shared. Otherwise, it feels like the powerful, passionate interaction of soulmates with karma to clear between you, and the possible reward is a truly loving relationship.

AMOR-BML in the 11H is a new one. I suppose until you both learn to unconditionally love each other, including your raw, 'ugly sides', you can't truly harness the most beneficial gains such a relationship potentially has to offer.

I eventually need to let him go completely.

He doesn't want a close tender love. All that Sag in his chart craves excitement and change. Plus, his upbringing just adds more fuel to the fire.

His Karma conjunct my Moon makes sense as well as My Karma conjunct his Venus.

Is his Venus unaspected?

How can his Moon conjunct NN contribute to this relationship?

I concur on the SAG. He's all SAG; double; with his second most prominent sign being AQU. (His SUN dwad is Scorpio, incidentally.)
