1st house deals with the individual and only with himself. If Sun or Moon or Venus or any other planet that goes conjunct with the ASC or goes over the 1st house BOTH the Planet and the House person are gonna be affected because it created a connection between energies.

With 7th house unfortunately, usually goes mutual, one sided or neutral. Why? Because its the house where the 1st house (the individual) comes in contact with not only one person but many others. If in a synastry there are no planets over 7th house on both sides there are no energies connected. If there is only on one side, the energy will be one sided. If there are planets on both sides, you guessed, the energies are connected and the 7th house energy is mutual.

Now, there are cases where the attraction to the 7th house attributes creates some energy even if there is no planet there. The ruler of the sign of the 7th house plays a huge role or angles over angles.
