Are they significant in synastry? As an example:

I have a Capricorn Moon in the Taurus Decan and my husband has a Taurus Moon in the Capricorn Decan. Would this make our moons more compatible? He also has a Taurus Saturn in Cap Decan.

It will be a flavor, yes. You can go further, to an even more fascinating realm of decans, which is duads and house chart synastry.
