I definitely think there's something to moon phases transit wise. Ofcourse, if the effect of transits is a fact, then our luminaries should be the first thing to look at. Anyhow, I think Moon Phases (+ other-planet phases) in general are a tooo-much neglected subject in astrology. Unfortunately, these phases are only latterly a focus and inspiration of mine, so I haven't really kept a diary to draw upon now but the first thing to consider in relation to the transit phase I would say, is both your NATAL Moon phase. Also, see in which phase it results in the Composite chart. Compare these to the transit phase, do you see any correlation?

According to the cookbooks, the moon has peaked at the Full Moon, and will soon be losing light. Thus events started now won't meet a satisfactory conclusion.

If he works in a place you visit they most likely hired him for looks & charm, flirtatiousness. Then your moon signs don't mean much as no matter what day you go he'll likely be there.

If he's a random then the phases might mean something.

I see Venus & Mars were in conjunction at the time of your meeting. This means anything between you guys must be physical. Intimacy will be the primary focus of any relationship between you two.
