I'm not sure Chiron feels the Vertex. Cafe Astrology calls the Vertex an auxiliary descendant http://www.cafeastrology.com/vertex.html

It's the person whose Vertex is being aspected that feels something. The Vertex is such a significant point, I don't doubt that the planet person observes, and is affected by the profundity of the aspect for the Vertex person.
