It might mean different things for anybody. I do think however something significant happens when the angles are crossed, it does not need to mean it is the start of a relationship, so it could be. Could also be the end of one.

it must have been around the time my friend and me decided to go to London and see Jude Law in the play "Anna Christie", which we did in August, and well just 2 days after I went to the open air to see "Jesus Christ Superstar" with Mr Sag, which was really weird, I mean from London directly to a small medieval village in Germany! lol
pMoon conjunct pDESC: july 2013
(this one was also square my Pluto exact, with Tr Pluto being opposite).
Well this was just 10 days before my grandmother passed away, and maybe the last time she was really conscious of her surroundings when I visited her in hospital. WEll it had turned out that I was the only one she would accept even a little food from, and that must have been the last time this happened.
This conjunction happened in Cancer btw, exactly conjunct her natal Sun-Mars-Pluto-conjunction.
So in this instance it was actually the ending of a relationship as she was not conscious of anyone (except maybe my Dad) after that.
I do not mention that to frighten you, but it just does not always lead to a romantic relationship, that conjunction, it does depend.
in my chart Moon rules the 8th house and is natally situated in the 2nd house; the pMoon back then was in my n7th house but conjunct 8th house cusp already.
However it is also true that in that month I also coincidentally crossed Mr Sag`s path, well he practically accidentally bumped into me. lol

interestingly enough he got into a relationship just ONE day before that progression was exact.

But in some other cases I can`t relate any event to the progression, which does not mean there was none, I might just not know about it
