I think a midpoint composite is better for seeing the actually dynamics in a relationship, but using what you have posted I would say absolutely , he is cheating on you because his Neptune is on his anti vertex opposed to his vertex and his vertex is conjunct your venus/mars conjunction.

How can you speak in such absolute terms? This is her life we're talking about and we don't even know the full story. What if you are wrong and she makes a mistake based off your judgment?

My advice from just a common sense perspective if is you were compelled to post on this forum about this in the first place, obviously you feel strongly that something is off. Astrology won't give you a definite answer, only possibilities. That's what they say about the charts, isn't it? I would confront him, plain and simple, with your reasoning and see what his reaction is. A relationship without trust isn't really one at all, IMO.

Perhaps not cheating. You do have a natal Mercury retrograde and currently Mercury is in retrograde motion, so you might just not be thinking clearly.
