There might still be romance if strong Venus, Mars or 5th house aspects (including rulers). However if NEITHER Sun NOR Moon is aspect in any way, the people might be like ships that pass in the night in an emotional sense. They will not really get each other.
Of course they still could have sex or a romantic date, but some deeper layer will be missing.
If however there is a strong Sun or Moon aspect in the composite, provided it is really tight, then they DO have major aspects to their Sun and Moons.
The same if Sun and Moon are parallel or contraparallel to each other or another planet.
I think, hypothetically, that the saddest thing would be if there was a foreground Sun or Moon in synastry (Sun or Moon conjunct an angle) without aspects to planets.
They would be really in your face, and there would be the thought of: It could be so amazing, if only....., but without aspects to planets, you are simply disconnected (yet aware of each other) on a deeper level.
However strong progressions can temporarily veil that, and it might be that some people do not WANT a deep inner emotional personal involvement, for those these aspects might not be that necessary, but speaking for myself, I would never commit to someone I don`t feel connected to in a very deep sense.
