That's a very wide square, I don't think that is the reason for his behaviour.

based on your synastry, he should be into you, definitely.
Your sun conjuncts his descendant, you aspect both his moon & venus and you put your mc in his 5th house.
Ok, some might say you are not his type since you have no significant cancer or leo placements, but on the other hand others might say that this doesn't matter.
Also, you don't seem to aspect (correct me if i am wrong) his desc ruler mars, which should be very important for a man who shall pursue a woman.
His mars & venus are widely unaspected (if aspected it's beyond 5 deg) in his birth chart and i am sure he would appreciate some nice trines and sextiles there but you don't provide too many nice aspects (just a sextile to your mercury) to both his venus & mars

Sure, his moon in cancer and his venus sq saturn (but it's a wide square) can make him sensitive about relationships; however, with his venus in leo in 4h i think he should be very generous and caring when in relationships. Maybe that's the point: you are not in an exclusive relationship yet? that's why he doesn't treat you like a gf?

Maybe it will be hard for one of you, if not for both of you to feel or even to form a real relationship, since there are no angle, no ruler of angles, conjunctions?

You have a good synastry with him and he should be generous and caring in relationships, so his behaviour is not astrologically to be explained. ok. some things in your synastry are missing or could be far better but nonetheless you are his type.
