His Sun, Pluto and Mercury are in Sagittarius. They are known for being quite gregarious, quite flirty and can and will jump from person to person. Your Mercury is in Capricorn, so your style of communication could be much more serious, and maybe try to read more into things. He might just be flirting for sport, and this isn't just a purely Sagittarian thing, but also, it's simply common for some to flirt for the sake of flirting. Sagittarius is also a fun sign, so it might be fun to talk to you, and many others, and fun to flirt with you.
The girl he was with, who was smitten, and while he was not, is telling of this. As in, for him it may have been playful, but his deeper heart was not in it, and, again, flirting for fun most likely, while the other (girl he dated) did take it quite seriously. Time and time again, a Sagittarius (or Sagi heavy chart) may wind up dating and end up in a relationship but kind of wonder how it happened. Or, they'll spontaneously get into one and realize it's not what they thought.
His Venus is in the second house. It is in Scorpio, so, for him to really fall in love, he would have to know someone for a long time, and really trust them and open up to them in a deeper way, otherwise he might not feel much for the people he flirts with.
Venus in the second house (and mars, if applicable) can indicate someone who can be quite casual. This isn't to say that they don't fall in love. Far from it. But Venus here can be a bit promiscuous. Most sex/love planets here can make someone want to "taste" life's pleasures. His Venus here, touching your 2nd house, could have made you feel some things you've never felt before. In extreme cases it could indicate hedonism, should other aspects agree, along with their early life influences.
It's also important to note that when people are young, and don't yet know what they want out of life or a relationship, they'll tend to jump around and flirt as part of their growth and learning.
I can't tell what the degree is, but it looks like your Chiron conjuncts his Venus. This would indeed make him quite attracted to you. This *could* mean a lot of things. Depending on who you ask, and what their experience is, some might say that Chiron conjunct a love planet could indicate one partner eventually becoming indifferent. Some might say that it activates you both and makes the bond very strong, and healing for you both - especially the Chiron individual (Venus can beam love).
Alternatively, for some, Chiron can indicate some sort of bullying behavior. It depends how it manifests.
Chiron is your wound, your pain, what you need to heal and overcome. Some people, if their nature permits it, show their Chiron in an expressive emotional way (confess/confide/cry on someone's shoulder). Another way to "share/express" pain is through song, as a kind of lamentation. Others may remain quite as the pain and wound festers.
Or, another less palatable way Chiron may share their pain is by literally CAUSING another person pain, thereby giving the other person a similar injury as them. As the saying goes "people who hurt, hurt people." (Or something like that, but you see what I mean.) To me, Chiron can be so iffy, so unpredictable. Aspects to Chiron could indicate healing, could indicate sharing of pain, it could indicate someone causing pain, and so on. There are a number of ways Chiron can manifest and express itself. Some people may say that a person who's Chiron conjuncted one of their planets (or angles) caused them great pain. Another with the same aspects could say they were deeply healed by the Chiron person, of their own wound was healed.
If his birth time is correct, then his MC is Cancer. That could somewhat change things. Cancer MC sees everyone as a very good friend or very good family. They can want to be very close to people in a family type way, and not necessarily with romantic intentions. This would be particularly be evident in social settings. This can also make them appear childish in some instances.
