In a word, yes. There are some great bonds here, Venus conjunct Sun, Sun conjunct Sun, Jupiter conjunct Pluto, Neptune & Uranus conjunct Ascendant, Saturn conjunct MC (not necessarily good but denotes growth in a relationship). Mars conjunct Jupiter, possibly Moon conjunct this also.

At a glance it's great synastry. I'd need to see grids to ascertain more, although liking the Pisces Moon trining the Scorpio planets.

Downsides I do see are that inner circle person has 3 heavy weights in the 12th House which can bring very intense karmic experiences. It's not that these are in a worse position than another house per se, simply that they're not 'brought to the fore' and so life can seem very random and unpredictable.

The outer person has more faith in life and more buoyant spirit. Inner person will go to self pity when things go wrong, use creative outlets instead of spiralling into separatist though processes... :-)
