Hypothetical question here...

Received wisdom dicates that if, say one person has the moon in Virgo and the other in Libra then that could lead to emotional distance as the signs aren't that compatible.

But what if one person's moon is at 29 degrees Virgo and the other at, say, 2 degrees Libra?

Given the orb, many would interpret this as both moons being conjunct which would indicate a strong emotional understanding?

Anyone have any experience on how best to interpret this?

It's called an out-of-sign aspect. It's still considered in aspect, though the effects might be slightly weaker.

Good question. I’ve seen this play out between myself personal experiences, and between lots of friends/family and others around me so I have a good understanding.

Since the signs are different, the two people aren’t going to be similar or have an emotional understanding at all, adjacent signs actually have nothing in common lol they’re total opposites. Some of the worst compatibility is between adjacent signs actually.
But if it’s in orb of a conjunction, the two people will be more aware and in tune with the other’s feelings than normal. This isn’t necessarily a good thing, especially since adjacent signs don’t understand each other. This could actually lead to irritation or annoyance, being aware of someone else’s feelings that you don’t agree with or understand all the time.
For example; a Gemini and cancer moon. The Gemini moon will be more aware and feel how emotional and sensitive the cancer moon is and will probably be annoyed since Gemini moon isn’t as emotional and is more rational/detached and will think they’re a crybaby or immature. And the cancer moon will be put off by the “shallowness” or lack of care/empathy they feel or perceive in the Gemini moon compared to them.

Or Scorpio moon and sag moon; the Scorpio moon doesn’t want to roam and go on a bunch of adventures or always be on the move, they’re more private and homebodies. And aren’t comfortable being super open and emotionally effusive as the sag either, this might make Scorpio moon uncomfortable or mistrusting because of these tendencies in sag. And the sag will feel like the Scorpio moon is “boring” or too depressing/cynical for the optimistic lighthearted sag. They’ll probably feel like Scorpio moon is a wet blanket or too intense/takes things way too seriously and this annoys them.
The conjunction is just going to make the two people more aware of the other person’s feelings and reactions, for good or bad, and in adjacent signs, the stark differences between them will usually lead to conflict or alienation. And It’s going to heighten the emotional reactions towards each other, since the people will tend to mirror or feed off each other’s responses and moods. Again, this could go either way. You’d have to look at the natal aspects and house placements of each moon to see if there is any resonance or similarity or else 90 percent of the time it manifests more negatively than positive.
