Our IC is our roots, innermost core, who we are as a person as a result of our upbringing & experiences... so any planets touching our IC touches us deeply. It may trigger subconscious childhood memories whether in a good or bad way.

Someone's Saturn conjuncts my IC and in certain ways he reminds me of my dad and I feel vulnerable with him. Some people may not like this contact but I'm ok with it. I believe it's because my dad and I have always had a good r/s so this contact doesn't feel restrictive... it feels safe & secure instead.

So for someone's Pluto on your IC, it depends on how receptive you are to plutonic energies. Pluto can be controlling or feel too intense for the IC person... or the IC person can feel invigorated by Pluto's transformative energies.
